HOUSE BILL NO. 620
BY REPRESENTATIVE PHELPS
TRAFFIC:  Establishes procedures to eliminate traffic congestion in neighborhoods
surrounding certain schools in Shreveport, Louisiana
1	AN ACT
2To enact R.S. 32:475, relative to traffic congestion in neighborhoods surrounding certain
3 schools in Shreveport, Louisiana; to require the Caddo Parish School Board
4 implement proposed solutions for Caddo Middle Magnet and Eden Gardens
5 Elementary schools; to require the solutions be safe and cost effective; to require the
6 comprehensive solutions align with the goal of promoting public safety; to provide
7 an effective date; and to provide for related matters.
8	Notice of intention to introduce this Act has been published
9	as provided by Article III, Section 13 of the Constitution of
10	Louisiana.
11Be it enacted by the Legislature of Louisiana:
12 Section 1.  R.S. 32:475 is hereby enacted to read as follows:
13 ยง475.  Comprehensive solutions for traffic congestion; Caddo Parish
14	A.  The Caddo Parish School Board shall be responsible for developing and
15 implementing their own solutions to address traffic congestion, accident rates, and
16 emergency vehicle response times in areas surrounding Caddo Middle Magnet and
17 Eden Gardens Elementary schools in Shreveport, Louisiana.  When developing these
18 solutions, the school board shall take all necessary measure to ensure that the
19 following issues are fully resolved:

1	(1)  That the following pathways be restricted from use during drop-off and
2 pick up times:
3	(a)  Rainbow Drive.
4	(b)  Hoover Drive.
5	(c)  Terrell Drive,
6	(d)  Babylon Road.
7	(e)  Palestine Street. 
8	(f)  East 73rd Street. 
9	(g) Bethany Street.
10	(h)  Liberty Street.
11	(i) East 71st Street.
12	(j)  Wright Street.
13	(k)  McArthur Drive.
14	(l)  Turner Lane. 
15	(m)  Bernard Boulevard.
16	(n)  Cornelious Lane.
17	(o)  Creswell Road.
18	(p)  Eden Boulevard.
19	(q)  Gideon Street.
20	(r)  Grant Berry Place. 
21	(s)  Harris Street.
22	(t)  Matthew Place.
23	(u)  Rebecca Street.
24	(2)  That transfer drop-off locations be used, with a special emphasis on
25 parents dropping their kids off at the fairgrounds or other designated areas to be
26 transported by bus to Caddo Middle Magnet and Eden Gardens Elementary schools.
27	(3)  That circling the parking lot during drop-off and pick-up times be
28 prohibited.  Parents and guardians should be required to drop off their children

1 directly in front of the school, in designated areas, to ensure safety and maintain
2 traffic flow.
3	B.(1)  The Caddo Parish School Board shall use existing local and state
4 traffic engineer studies to create the most effective methods of ensuring the safety
5 of the students, family, faculty, and residents who use the roadways neighboring the
6 Caddo Middle Magnet and Eden Gardens Elementary schools. 
7	(2)(a)  The Department of Transportation and Development shall also lend
8 its expertise to contribute to meaningful, permanent solutions to the public safety and
9 traffic problems in these neighborhoods.
10	(b)  The Department of Transportation and Development shall collaborate
11 with the Northwest Louisiana Council of Governments regarding their findings.
12 Section 2.  This Act shall become effective upon signature by the governor or, if not
13signed by the governor, upon expiration of the time for bills to become law without signature
14by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
15vetoed by the governor and subsequently approved by the legislature, this Act shall become
16effective on the day following such approval.

Abstract: Requires the Caddo Parish school district implement traffic congestion solutions
to promote public safety in neighborhoods surrounding Caddo Middle Magnet and
Eden Gardens Elementary schools.
Proposed law specifies that the Caddo Parish School Board should be responsible for
developing and implementing their own solutions to address traffic congestion, accident
rates, and emergency vehicle response times in areas surrounding Caddo Middle Magnet and
Eden Gardens Elementary schools in Shreveport, La.  Additionally, specifies that when
developing these solutions, the school board must take all necessary measure to ensure that
the following issues are fully resolved:
(1)The restriction of certain roadways from use during drop-off and pick-up times.
(2)The utilization of the transfer drop-off locations.
(3)The prohibition against circling the parking lot during drop-off and pick-up times.

Proposed law requires the Caddo Parish School Board to use existing local and state traffic
engineer studies to create the most effective methods of ensuring the safety of the students,
family, faculty, and residents who use the roadways neighboring the Caddo Middle Magnet
and Eden Elementary schools.
Proposed law requires that the DOTD lend its expertise to contribute to meaningful,
permanent solutions to the public safety and traffic problems in neighborhoods surrounding
Caddo Middle Magnet and Eden Garden Elementary schools.
Proposed law requires the DOTD collaborate with Northwest La. Council of Governments
regarding their findings.
Effective upon signature of governor or lapse of time for gubernatorial action.

The Committee Amendments Proposed by House Committee on Transportation,
Highways and Public Works to the original bill:
1. Make technical changes.
2. Add additional roadways to the access restrictions applicable during drop-off and
