Abstract:  Repeals provisions relative to the Recreation and Park Commission for the parish of East
Baton Rouge.
Present law creates the Recreation and Park Commission for the Parish of East Baton Rouge as a
subdivision of the state to plan, own, and operate public recreational and park facilities in the parish.
Present law provides that the commission is comprised of nine members, six of whom are appointed
by the city-parish governing authority and three of whom are ex officio members. The three ex
officio members are the mayor-president or his designee, a member of the East Baton Rouge school
board designated by the school board, and a member of the planning commission designated by the
planning commission.  Provides that four members constitute a quorum.
Present law provides for the powers and duties of the commission, including but not limited to the
following:
(1)To incur debts and contract obligations.
(2)To sue and be sued.
(3)To acquire by purchase, donation, expropriation, and otherwise, from other political entities
or from any other source, money and property, movable and immovable, tangible and
intangible.
(4)To own, administer, alienate, and otherwise dispose of money and property.
(5)To make such studies and investigations as it may deem necessary in formulating policies,
or in determining the wisdom and efficiency of policies, plans, and procedures to be carried
out in acquiring, developing, and operating public recreational park facilities.
(6)To impose and collect taxes upon all of the taxable property carried on the assessment roles
of East Baton Rouge Parish.
Proposed law repeals present law and provides that all obligations, property, records, and employees
of the commission shall be transferred to the city of Baton Rouge, parish of East Baton Rouge.
Effective upon signature of governor or lapse of time for gubernatorial action. (Repeals R.S. 33:4570-4570.4)
