ENROLLED 2025 Regular Session HOUSE CONCURRENT RESOL UTION NO. 12 BY REPRESENTATIVE BOURRIAQUE A CONCURRENT RESOL UTION To commend Bryan Beam on the occasion of his retirement from service on the Calcasieu Parish Police Jury. WHEREAS, Bryan Beam is a native of Lake Charles, Louisiana, and a 1980 graduate of LaGrange High School; he received a bachelor of science degree in business administration from McNeese State University in 1984 and a master of public administration degree from Louisiana State University in Baton Rouge in 1994; and WHEREAS, Mr. Beam began his career with the Calcasieu Parish Police Jury in December 1994; he served as an assistant parish administrator for the parish from 2002 until 2010 and has served as parish administrator since April 1, 2010; and WHEREAS, Mr. Beam has enjoyed an accomplished and fruitful career in the public sector; he worked in coordination with the Division of Engineering and Public Works to revolutionize stormwater management in Calcasieu Parish, and he prepared a comprehensive study of the gravity drainage district structure in the parish, which led the policy jury to reduce the number of such districts from seven to two; and WHEREAS, Mr. Beam represented the Calcasieu Parish Police Jury and partnered with Louisiana DOTD, local municipalities, and the Golden Nugget Casino and Resort to construct a full interstate interchange at I-210 and West Prien Lake Road; he oversaw the construction of multiple parish facilities including a new juvenile justice services complex, a new forensic center and crime lab, and significant upgrades to Burton Coliseum; he also coordinated disaster response and recovery during and after Hurricane Laura; and WHEREAS, under Mr. Beam's leadership, the police jury partnered with the City of Lake Charles, SWLA Economic Development Alliance, and McNeese State University to Page 1 of 2 HCR NO. 12 ENROLLED build the SWLA SEED Center and small business incubator, which has since become the hub for economic development in the region; and WHEREAS, Mr. Beam is a 1998 graduate of the Chamber Southwest Louisiana Leadership Program, a 2006 graduate of Louisiana State University's Executive Training Program, a 2008 graduate of the Harvard Kennedy School of Government's "Leadership for the 21st Century: Chaos, Conflict, and Courage" Program, and a 2013 graduate of the Council for a Better Louisiana Leadership Louisiana Program; and WHEREAS, Mr. Beam is a past president of the Organization of Parish Administrative Officials of the Louisiana Police Jury Association and a member of St. Luke- Simpson United Methodist Church, where he chairs the administrative council and actively participates in committees on finance, trustees, and long-term planning; he volunteers with Sleep 'N Heavenly Peace, an organization that builds beds for impoverished children in Calcasieu Parish; and WHEREAS, Bryan Beam is most deserving of the highest recognition for dedicating his career in service to Calcasieu Parish and the state of Louisiana. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend Bryan Beam on the occasion of his retirement from service on the Calcasieu Parish Police Jury and does hereby extend sincerest wishes that he continue to prosper in all of his endeavors and enjoys good health for many years to come.
