HLS 25RS-437 ORIGINAL 2025 Regular Session HOUSE CONCURRENT RESOL UTION NO. 15 BY REPRESENTATIVE TARVER JOINT RULES: Provides for limitations on appropriations to nongovernmental entities 1 A CONCURRENT RESOL UTION 2To amend and readopt Joint Rule No. 17(A)(1)(a), (C), (E), and (G) of the Joint Rules of the 3 Senate and House of Representatives to provide procedures relative to a 4 nongovernmental entity funding request and to provide limitations on funding for 5 nongovernmental entities in an appropriation bill. 6 BE IT RESOLVED by the Legislature of Louisiana that Joint Rule No. 17(A)(1)(a), 7(C), (E), and (G) of the Joint Rules of the Senate and House of Representatives are hereby 8amended and readopted to read as follows: 9 Joint Rule No. 17. Nongovernmental Entity Funding Request Form 10 A.(1)(a) No later than the first day of November each year any 11 nongovernmental entity which is neither a budget unit nor a political subdivision of 12 the state that is requesting funding from the state through the General Appropriation 13 Bill, capital outlay bill, or any supplemental appropriation bill shall transmit certain 14 information relative to such proposed funding to the House Committee on 15 Appropriations, the House Committee on Ways and Means, the Senate Committee 16 on Finance, and the Senate Committee on Revenue and Fiscal Affairs in a form and 17 manner as shall be prescribed jointly by the committees. 18 * * * 19 C. Requests Except as provided in Paragraph G of this Joint Rule, requests 20 submitted after November first may be included within the appropriation bills if the 21 late submission is approved by the Joint Legislative Committee on the Budget or the Page 1 of 3 HLS 25RS-437 ORIGINAL HCR NO. 15 1 Joint Legislative Committee on Capital Outlay prior to the last day for introduction 2 of a matter intended to have the effect of law by either house of the legislature. 3 Requesting entities shall submit all applicable information. 4 * * * 5 E. A completed Nongovernmental Entity Funding Request Form shall be 6 submitted for each entity which is neither a budget unit nor a political subdivision 7 of the state and for which funding is provided in an appropriation bill, in conformity 8 with Paragraph G of this Joint Rule, either upon introduction or through an 9 amendment in accordance with the rules of the respective house. 10 * * * 11 G. The provisions of this Joint Rule shall become effective July 1, 2008. The 12 General Appropriation Bill, the capital outlay bill, or any appropriation bill that 13 contains an appropriation for a budget unit or a political subdivision of the state shall 14 not include an appropriation for a nongovernmental entity which is neither a budget 15 unit nor a political subdivision of the state. 16 BE IT FURTHER RESOLVED by the Legislature of Louisiana that this Resolution 17shall become effective on July 1, 2025. Present Joint Rule provides a form for a funding request for a nongovernmental entity that is neither a budget unit nor a political subdivision. Provides procedures for making such a request. Requires a nongovernmental organization to make a funding request no later than the first day of November of each year. Provides for requests submitted after November first. Present Joint Rule provides for the information that shall be, at a minimum, included in the nongovernmental organization funding request form. Proposed Joint Rule retains Present Joint Rule. Proposed Joint Rule retains Present Joint Rule. Proposed Joint Rule provides that the General Appropriation Bill, the capital outlay bill, or any appropriation bill that contains an appropriation for a budget unit or a political subdivision of the state shall not include an appropriation for a nongovernmental organization.
