Abstract: To provide procedures for nongovernmental entity funding requests and to provide
limitations on funding for nongovernmental entities in an appropriation bill.
Present Joint Rule provides a form for a funding request for a nongovernmental entity that is neither
a budget unit nor a political subdivision. Provides procedures for making such a request. Requires
a nongovernmental organization to make a funding request no later than the first day of November
of each year. Provides for requests submitted after November first.
Present Joint Rule provides for the information that shall be, at a minimum, included in the
nongovernmental organization funding request form.
Proposed Joint Rule retains Present Joint Rule.
Present Joint Rule provides that a completed nongovernmental organization funding request form
shall be submitted for each entity for which funding is provided in an appropriation bill either upon
introduction or through an amendment in accordance with the rules of the respective house.

Proposed Joint Rule provides that the General Appropriation Bill, the capital outlay bill, or any
appropriation bill that contains an appropriation for a budget unit or a political subdivision of the
state shall not include an appropriation for a nongovernmental organization.
Effective July 1, 2025.
