HOUSE CONCURRENT RESOL UTION NO. 19

CONDOLENCES:  Expresses the condolences of the legislature on the death of former state
representative Billy Wayne "Coach" Montgomery
1	A CONCURRENT RESOL UTION
2To express the condolences of the Legislature of Louisiana upon the death of former state
3 representative Billy Wayne "Coach" Montgomery.
4 WHEREAS, Billy Wayne Montgomery was born on July 7, 1937, and is a beloved
5figure in Bossier Parish, Louisiana, where he made extensive contributions to the community
6as an educator, coach, and public servant; and
7 WHEREAS, Coach began his professional career in education; he served as a
8basketball coach at Haughton High School from 1960 to 1969 and Lafayette High School
9from 1969 to 1970; his teams consistently reached the state playoffs, and he won two state
10titles and a runner-up finish during his coaching career; Coach also served as assistant
11principal and principal; and
12 WHEREAS, Coach transitioned into politics and was elected to represent District 9
13in the Louisiana House of Representatives, serving from 1988 to 2008; he was recognized
14as "New Legislator of the Year" by the Louisiana Federation of Teachers, and in 1989, the
15Louisiana Association of Educators named him a "Distinguished Legislator"; he also
16received the International Police Award in 1990; and
17 WHEREAS, over the course of his legislative career, Coach served on the House
18Committee on House and Governmental Affairs, House Committee on Ways and Means,
19House Executive Committee, Joint Legislative Committee on Capital Outlay, House Special
20Committee on Disaster Planning-Steering Subcommittee, Louisiana Homeland Security

1Committee, and the House Special Committee on Disaster Planning, Crisis Management,
2Recovery, and Long-Term Revitalization; he also served as the chair of the Independent
3Caucus and was a member of the Democratic Caucus and the Louisiana Rural Caucus; and
4 WHEREAS, Coach consistently supported and championed the work of House staff
5and served with an unwavering commitment to House Legislative Services, especially in his
6role as chair of the former House Legislative Services Council for sixteen of his twenty years
7in the House; and
8 WHEREAS, after leaving the legislature, Coach continued serving Bossier Parish as
9a special projects coordinator and assistant to the parish administrator from 2008 until his
10retirement in 2021; in recognition of his incredible service, Bossier Parish Community
11College named its gymnasium the Billy Montgomery Gym; and
12 WHEREAS, Coach was inducted into the Louisiana Sports Hall of Fame in 2011 and
13into the Louisiana Political Hall of Fame in 2012; and
14 WHEREAS, Billy Wayne "Coach" Montgomery was an inspiring public servant
15whose life and career are defined by his steadfast dedication to education, public service, and
16community development; he has left an indelible mark on Bossier Parish and the state of
17Louisiana, and while he will be deeply missed, the legacy of his love and service shall live
18on in perpetuity in the hearts and minds of those who were privileged to have known and
19worked with him.
20 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
21express heartfelt condolences on the death of former state representative Billy Wayne
22"Coach" Montgomery; does hereby express enduring appreciation for his unmatched
23commitment to serving the citizens of Bossier Parish and the state of Louisiana; and does
24hereby extend sincerest wishes that his family, friends, colleagues, and loved ones find
25comfort in their shared memories of his beautiful life.
