BY REPRESENTATIVE GADBERRY AND SENATOR BOUIE
SPECIAL DAY/WEEK/MONTH:  Recognizes April 30, 2025, as LMA Municipal Day at
the state capitol
1	A CONCURRENT RESOL UTION
2To recognize Wednesday, April 30, 2025, as LMA Municipal Day at the state capitol.
3 WHEREAS, the Louisiana Municipal Association (LMA) was founded in 1926 as
4a nonprofit 501(c)4 organization serving as a unified voice for Louisiana's municipal
5governments; and
6 WHEREAS, the LMA is a statewide member organization that advocates on behalf
7of three hundred five members, consisting of one hundred twenty-seven villages, one
8hundred twelve towns, sixty-four cities, and two parishes; and
9 WHEREAS, the LMA wholly owns two subsidiaries:  Risk Management, Inc. (RMI),
10and Louisiana Municipal Advisory and Technical Services Bureau (LaMATS); LMA
11provides administrative management services for Louisiana Municipal Gas Authority,
12Louisiana Recreation and Park Association, Louisiana City Attorneys Association, Louisiana
13Municipal Clerks Association, and Building Officials Association of Louisiana; LMA has
14multiple affiliate and advisory partners including the Louisiana Community Development
15Authority, the Louisiana Municipal Association of Unemployment Compensation, the
16Louisiana Association of Tax Administrators, the Louisiana Association of Municipal
17Secretaries and Assistants, Municipal Employees Retirement System of Louisiana, the
18Louisiana Fire Chiefs Association, the Louisiana Airport Managers and Associates, the
19Louisiana Conference of Mayors, the Louisiana Municipal Black Caucus of Local Elected
20Officials, and the Louisiana Association of Chiefs of Police; and

1 WHEREAS, the mission of the LMA is to educate and empower local governments
2to serve the citizens of Louisiana efficiently and effectively and to advocate on behalf of
3municipal governments; and
4 WHEREAS, the LMA provides numerous programs and services to its member
5municipalities, such as conferences, training, webinars, legislative advocacy, and
6information technology assistance; RMI-managed funds and liability programs including
7liability indemnification, worker's compensation, and unemployment compensation; and
8LaMATS-sponsored programs such as procurement services, delinquent property tax
9collection, insurance premium tax collection, occupational license tax collection, and
10consulting; and
11 WHEREAS, the LMA continues to promote local governments by shaping
12legislation, providing education on municipal issues, and exchanging ideas and experiences
13among elected officials throughout the state; the LMA has partnered with the Police Jury
14Association of Louisiana to establish LITACorp, which provides technical assistance to
15political subdivisions with competitive federal grant opportunities and a matching-funds
16program specifically for local government entities in rural and economically distressed
17communities; and
18 WHEREAS, the LMA executive committee members include the Honorable Rick
19Allen, mayor of Leesville, president; the Honorable Ray Bourque, mayor of Broussard, first
20vice president; the Honorable Michael Chauffe, mayor of Grosse Tete, immediate past
21president; the Honorable Charles E. Robichaux, mayor of Rayne, District G vice president;
22and the Honorable Barney Arceneaux, executive director; and
23 WHEREAS, the LMA is celebrating ninety-nine years of advocacy, education, and
24public service; and
25 WHEREAS, on Wednesday, April 30, 2025, the LMA hosts its annual LMA
26Municipal Day and legislative advocacy day at the Louisiana state capitol, celebrating all
27three hundred and five municipalities  and local government officials and their employees
28for dedication to public service in our state.

1 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
2recognize Wednesday, April 30, 2025, as LMA Municipal Day at the state capitol.
