HOUSE RESOLUTION NO. 15
BY REPRESENTATIVE YOUNG
ATHLETICS:  Creates a task force to study issues relative to the name, image, and likeness
of student athletes in Louisiana
1	A RESOLUTION
2To create a task force to study issues relative to the name, image, and likeness of student
3 athletes in Louisiana.
4 WHEREAS, in recent years, name, image, and likeness deals for student athletes
5have been wrought with confusion and controversy; and
6 WHEREAS, there is often a lack of transparency relative to the income of these
7athletes; and
8 WHEREAS, opening name, image, and likeness records to the public can create an
9opportunity to foster knowledge and openness of information, which can help athletes to
10empower themselves to make wise decisions for their finances and their futures.
11 THEREFORE, BE IT RESOLVED that the House of Representatives of the
12Legislature of Louisiana does hereby create a task force to study issues relative to the name,
13image, and likeness of student athletes in Louisiana.
14 BE IT FURTHER RESOLVED that the task force shall be composed of the
15following members:
16 (1)  The speaker of the House of Representatives or his designee.
17 (2)  Two members of the House of Representatives appointed by the speaker of the
18House.
19 (3)  The Louisiana State University director of athletics.
20 (4)  The Southern University director of athletics.
21 (5)  The Grambling State University vice president for intercollegiate athletics.

1 (6)  The Louisiana Tech University director of athletics.
2 (7)  The McNeese State University director of athletics.
3 (8)  The Nicholls State University athletic director.
4 (9)  The Northwestern State University director of athletics.
5 (10)  The Southeastern Louisiana University director of athletics.
6 (11)  The University of Louisiana at Lafayette vice president for intercollegiate
7athletics.
8 (12)  The University of Louisiana at Monroe athletics director.
9 (13)  The University of New Orleans athletic director.
10 (14)  Three student athletes, one from each of the following systems: Louisiana State
11University, Southern University, and University of Louisiana, to be chosen by the task force
12chairman after the first meeting of the task force.
13 (15)  Three members from the private sector, to be chosen by the task force chairman
14after the first meeting of the task force.
15 BE IT FURTHER RESOLVED that the Board of Regents shall provide staff support,
16to be provided from existing personnel.
17 BE IT FURTHER RESOLVED that, at the first meeting of the task force, the
18members shall elect a chairman and other officers as they may deem appropriate from among
19members of the task force.
20 BE IT FURTHER RESOLVED that members of the task force shall receive no
21compensation for their services and shall serve at no expense to the state.
22 BE IT FURTHER RESOLVED that the task force shall submit a written report of
23findings and recommendations to the House Committee on Education not later than sixty
24days prior to the beginning of the 2026 Regular Session of the Legislature of Louisiana.
25 BE IT FURTHER RESOLVED that the report shall include but need not be limited
26to the feasibility and potential benefits of increased transparency of name, image, and
27likeness deals; the report may include suggestions for legislation.
