HLS 25RS-313 ORIGINAL 2025 Regular Session HOUSE RESOLUTION NO. 3 BY REPRESENTATIVE ECHOLS SCHOOLS/FOOD PROGRAMS: Requests the state Department of Education to study the feasibility of and potential costs associated with prohibiting certain foods and beverages in public schools 1 A RESOLUTION 2To urge and request the state Department of Education to study the feasability of and 3 potential costs associated with prohibiting certain foods and beverages in public 4 schools. 5 WHEREAS, access to balanced, nutritional meals and snacks throughout the day 6contributes to student success in and out of the classroom; school meal programs can play 7an important role in supporting overall student health and academic achievement; and 8 WHEREAS, foods that are ultra-processed and nutrient-depleted with synthetic 9additives undernourish children and can contribute to childhood obesity; and 10 WHEREAS, it is worthwhile to make every effort to offer students only nutritious 11foods made primarily of whole, minimally processed plant and animal products. 12 THEREFORE, BE IT RESOLVED that the House of Representatives of the 13Legislature of Louisiana does hereby urge and request the state Department of Education to 14study the feasibility of and potential costs associated with prohibiting certain foods and 15beverages in public schools. 16 BE IT FURTHER RESOLVED that, for the purposes of this study, "public schools" 17includes all public schools, including charter schools, that include grades kindergarten 18through twelve, and the foods and beverages that would be prohibited are those that contain 19any of the following ingredients: 20 (1) Potassium bromate. Page 1 of 2 HLS 25RS-313 ORIGINAL HR NO. 3 1 (2) Propylparaben. 2 (3) Titanium dioxide. 3 (4) Brominated vegetable oil. 4 (5) Yellow dye 5. 5 (6) Yellow dye 6. 6 (7) Blue dye 1. 7 (8) Blue dye 2. 8 (9) Green dye 3. 9 (10) Red dye 3. 10 (11) Red dye 40. 11 BE IT FURTHER RESOLVED that the department shall also make 12recommendations relative to ensuring the healthiest food options be served in public schools. 13 BE IT FURTHER RESOLVED that the department shall report its findings to the 14House Committee on Education not later than sixty days prior to the convening of the 2026 15Regular Session of the Legislature. 16 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 17state superintendent of education.
