INSURERS. Requires insurers to provide a minimum twenty percent discount to insureds
participating in the Louisiana Fortify Homes Program. (gov sig)
1	AN ACT
2 To enact R.S. 22:1483.1(F), relative to the Louisiana Fortify Homes Program; to require
3 insurers to provide premium discounts or rate reductions under certain building
4 requirements; to provide for an effective date; and to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1. R.S. 22:1483.1(F) is hereby enacted to read as follows:
7 ยง1483.1. Louisiana Fortify Homes Program

9	F. No later than October 1, 2026, insurers shall provide a premium
10 discount or insurance rate reduction in the range of twenty to thirty percent. In
11 addition, insurers may also offer additional adjustments in deductible, other
12 credit rate differentials, or a combination thereof, collectively referred to as
13 adjustments. These adjustments shall be available under the terms specified in
14 this Section to any owner who builds or locates a new residential or commercial
15 insurable property to resist loss due to hurricane, tornado, or other catastrophic
16 windstorm events in any parish located in the state.
17 Section 2. This Act shall become effective upon signature by the governor or, if not

1 signed by the governor, upon expiration of the time for bills to become law without signature
2 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
3 vetoed by the governor and subsequently approved by the legislature, this Act shall become
4 effective on the day following such approval.

Present law authorizes the commissioner of insurance to provide financial grants to retrofit
roofs for insurable properties that have a homestead exemption to provide a fortified roof
that meets or exceeds the fortified roof standard of the Insurance Institute for Business and
Home Safety.
Proposed law retains present law.
Proposed law requires insurers to offer a 20% to 30% premium discount or rate reduction
for residential and commercial properties to any owner who builds or locates a new insurable
property to resist loss due to a hurricane, tornado, or other catastrophic windstorm events no
later than October 1, 2026.
Effective upon signature of the governor or lapse of time for gubernatorial action.
