2025 Regular Session ENROLLED SENATE RESOLUTION NO. 3 BY SENATOR DUPLESSIS A RESOLUTION To commend and recognize Tulane University of Louisiana for its vital contributions to the state of Louisiana. WHEREAS, Tulane University of Louisiana is one of the country's leading research and educational institutions; it is the ninth-oldest private university in the prestigious Association of American Universities and home to the nation's oldest school of public health, the twelfth-oldest law school, the fifteenth-oldest medical school; and it is one of only seven federally funded National Primate Research Centers in the country; and WHEREAS, Tulane faculty are regularly engaged in groundbreaking scholarship and lifesaving research that is critically important to national defense and to the health of military personnel and first-responders, including traumatic brain injury studies, research into protection from bio-weapons, tropical diseases and other threats to our deployed military personnel; and WHEREAS, many Tulane researchers and doctors have a particular focus on children and pregnant women, including studying and treating childhood respiratory conditions, pediatric HIV, childhood auditory processing disorders and neurodevelopmental conditions in children; and WHEREAS, Tulane brings hundreds of millions of dollars each year in external funding to Louisiana and is a leader in the study of infectious disease, cancer, aging, brain health, and many other fields including preserving and protecting Louisiana's coastlands and preparing the next generation of energy leaders through its renowned Tulane Energy Institute; and WHEREAS, Tulane's research-focused mission touches every segment of communities throughout Louisiana, supporting more than 30,000 jobs statewide and generating $88.2 million in state tax revenue each year and has an overall annual economic impact to our state of $5.2 billion; and Page 1 of 2 SR NO. 3 ENROLLED WHEREAS, Tulane has embarked on a once-in-a-generation expansion of its downtown campus to be anchored by the revitalization of the Charity Hospital building and the re-purposing of the Tulane Medical Center building; and WHEREAS, these efforts will transform the downtown campus into a thriving center of cutting-edge research and innovation creating thousands of jobs while re-imagining Louisiana as a healthcare destination and a hub for discovery in the biosciences; and WHEREAS, Tulane has launched numerous initiatives to keep the best and brightest Louisiana high school students in-state, including the Louisiana Promise Program which meets the full financial need of attending Tulane for Louisiana students whose families make less than $100,000 per year; and WHEREAS, these initiatives complement such efforts as the Legislative Scholars Program and the Mayoral Scholars programs which provide scholarships for Louisiana students and which Tulane has recently expanded; and WHEREAS, the enrollment of Louisiana students attending Tulane has steadily increased and a growing percentage of Tulane alumni are staying in Louisiana after graduation. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby recognize Tulane University of Louisiana as an invaluable part of our state for its efforts to educate our citizens and improve the lives of all Louisianians through its expanded scholarship program, ground-breaking research programs, and innovative healthcare programs. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to President Michael A. Fitts of Tulane University of Louisiana. PRESIDENT OF THE SENATE Page 2 of 2
