American Science First Act This bill prohibits the National Science Foundation (NSF) from providing grants or other forms of assistance to certain foreign individuals and entities. Specifically, the NSF may not support any individual or entity that is affiliated or otherwise has a relationship, including but not limited to a research partnership, joint venture, or contract, with an entity included on the entity list under the Export Administration Regulations, which identifies foreign entities subject to license requirements for the export, reexport, or transfer of certain items; a Chinese military company operating in the United States or any of its territories or possessions on the list required under the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999, or required under the Mac Thornberry National Defense Authorization Act for Fiscal Year 2021, or any successor list; or any parent, subsidiary, affiliate of, or entity owned by or controlled by any such entity.
Amending the Rules of the House of Representatives to prohibit Members, officers, and employees of the House from serving on the board of directors of any entity which receives funding from, or is affiliated with or owned or controlled by, the United Front Work Department of the Chinese Communist Party, any other element of the Chinese Communist Party, or any foreign adversary, and for other purposes.
Securing America's Land from Foreign Interference Act This bill requires the President to take actions as necessary to prohibit members of the Chinese Communist Party (and entities owned, controlled, or influenced by the party) from purchasing real estate located in the United States.
This bill grants exclusive jurisdiction to the U.S. District Court for the District of Columbia over (1) cases arising under immigration laws, or (2) claims by foreign nationals challenging an order of removal or another action authorized under the Immigration and Nationality Act.
Defund Planned Parenthood Act of 2023 This bill restricts federal funding for Planned Parenthood Federation of America Inc. or any of its affiliates or clinics for one year. Specifically, it prohibits funding those entities unless they certify that the affiliates and clinics will not perform, and will not provide funds to entities that perform, abortions during that year. If the certification requirement is not met, the Department of Health and Human Services and the Department of Agriculture must recoup any federal assistance received by those entities. However, the bill's funding restriction does not apply to abortions performed in cases of rape or incest or when necessary to resolve a physical condition that endangers a woman's life. The bill also provides additional funding for community health centers for the one-year period. These funds are subject to the same abortion-related restrictions and exceptions.

Time of Service Act This bill adjusts the time limitation on the use of a veteran's educational assistance entitlement under the Post-9/11 GI Bill. Specifically, veterans' entitlements shall not expire for those who were discharged or released from active duty on or after January 1, 2001.
Title X Abortion Provider Prohibition Act This bill prohibits the Department of Health and Human Services (HHS) from awarding family planning grants to entities that perform abortions or provide funding to other entities that perform abortions. To receive a grant, an entity must certify it will refrain from those activities during the grant period. The bill provides exceptions for abortions (1) in cases of rape or incest; or (2) when the life of the woman is in danger due to a physical disorder, injury, or illness. It also exempts hospitals unless they provide funds to non-hospital entities that provide abortions. HHS must report annually on this prohibition.
Protecting Personal Data from Foreign Adversaries Act This bill authorizes sanctions and other prohibitions relating to software that engages in user data theft on behalf of certain foreign countries or entities. The President may regulate or prohibit transactions using software that engages in the theft or unauthorized transmission of user data and provides access to such data to (1) a communist country, (2) the Chinese Communist Party (CCP), (3) a foreign adversary, or (4) a state sponsor of terrorism. The President may also impose visa- and property-blocking sanctions on developers and owners of software that makes unauthorized transmissions of user data to servers located in China that are accessible by China's government or the CCP. The Department of State shall report to Congress a determination regarding whether WeChat or TikTok fall within certain regulations and prohibitions, including those provided under this bill. (WeChat and TikTok are software programs developed by China-based companies.)
