Us Congress Senate Bill SB1989

Introduced
6/14/23

Caption

A bill to require training for State and regional employees of the Department of Agriculture on the rural housing and development programs of the Department.

Impact

If passed, SB1989 would have a profound impact on how employees within the Department of Agriculture interact with rural housing initiatives. By requiring training specific to these programs, the bill aims to improve access to and understanding of federal assistance options among regional and state employees. This could lead to greater efficiency in applying for and utilizing federal programs aimed at expanding affordable housing in rural settings, thereby addressing housing shortages and enhancing community development efforts.

Summary

SB1989 is a legislative proposal aimed at enhancing the capabilities of state and regional employees of the Department of Agriculture through specialized training focused on rural housing and development programs. The bill mandates comprehensive educational initiatives that cover a variety of related topics, such as multifamily loan and grant programs, loan assistance details, and the role of technical assistance providers. With this training, the bill seeks to ensure better implementation and knowledge dissemination of federal housing aid available to communities, particularly in rural areas.

Contention

Though the bill has significant support for its focus on improving training for employees assisting with rural developments, there are potential contentions regarding the prioritization of funds and resources. Some stakeholders may be concerned that directing additional funding toward employee training might detract from immediate aid and support measures that could be provided directly to those in need of housing assistance. Thus, the balance between employee preparation and direct community impact could emerge as a focal point in discussions surrounding SB1989.

Choice in Affordable Housing Act of 2023 This bill establishes programs and grants to incentivize landlord participation in the Housing Choice Voucher program (i.e., Section 8 tenant-based housing assistance). The bill authorizes the Department of Housing and Urban Development (HUD) to provide one-time incentive payments to landlords, security deposit payments, bonuses to public housing agencies that employ landlord liaisons, and amounts for other recruitment purposes. The bill also reauthorizes through FY2028 the Tribal Housing and Urban Development-Veterans Affairs Supportive Housing program. Additionally, the bill allows dwelling units to meet Housing Choice Voucher program inspection requirements by satisfactory inspection through participation in other housing programs. Landlords not yet participating in a low-income housing assistance program may request inspection by a public housing agency to determine whether the dwelling meets requirements prior to selection by a tenant. Finally, HUD must expand the use of an alternative method of calculating fair market rent for purposes of the Housing Choice Voucher program.
