Protecting Hunting and Archery in Schools Act of 2023

Impact

The bill proposes to eliminate restrictions on using federal funds for programs promoting hunting and archery in schools, which has prompted discussions about the implications for school funding and education priorities. Proponents believe that by allowing these programs, schools can enrich students' educational experiences while equipping them with valuable skills and knowledge. This aligns with a broader agenda to support vocational training and outdoor activities as part of the educational curriculum.

Summary

House Bill 5161, known as the Protecting Hunting and Archery in Schools Act of 2023, seeks to amend the Elementary and Secondary Education Act of 1965 concerning the prohibited uses of federal education funds. This bill specifically aims to revise regulations surrounding how federal funds can be allocated in schools, particularly regarding programs related to hunting and archery. The authors of the bill, including Ms. Tenney and fellow representatives, argue that it is essential to promote the teaching of hunting and archery as vital skills that contribute to students' physical education and awareness of wildlife conservation.

Contention

However, there are varying opinions on HB 5161. Critics may view the inclusion of hunting and archery in education as controversial, considering the differing views on hunting as an activity and its association with wildlife management. Some stakeholders argue this shift in funding priorities could divert resources away from other essential educational programs, raising concerns about the appropriateness of federal money being spent on these topics. The ongoing debates around this bill reflect a balancing act between promoting traditional skills and addressing modern educational needs.

Parents Bill of Rights Act This bill establishes various rights of parents and guardians regarding the elementary or secondary school education of their children. Local educational agencies (LEAs) and schools must comply with the requirements of the bill in order to receive federal education funds. Specifically, the bill requires schools to notify parents and guardians of their rights regarding the education of their children. These rights include the right to review the curriculum of their child's school; know if the state alters its challenging academic standards; meet with each teacher of their child at least twice each school year; review the budget, including all revenues and expenditures, of their child's school; review a list of the books and other reading materials in the library of their child's school; address the school board of the LEA; receive information about violent activity in their child's school; and receive information about any plans to eliminate gifted and talented programs in the child's school. Additionally, the bill directs each LEA to post on a publicly accessible website (or otherwise widely disseminate to the public) the curriculum for each elementary and secondary school grade level. The LEA must also include in its annual report card the overall budget of the LEA and the budget for each elementary and secondary school. The bill also provides for additional family educational and privacy rights, including by prohibiting schools from selling student information for commercial or financial gain.
