Us Congress Senate Bill SB3533

Introduced
12/14/23

Caption

A bill to appropriate, with an offset, $36,000,000 for the Seafood Import Monitoring Program of the National Oceanic and Atmospheric Administration to increase audits of imported shrimp and red snapper.

Impact

The impact of this bill on state laws revolves around the enhancement of federal oversight on seafood importation, which may lead to stricter compliance requirements for importers. By allocating funds toward the monitoring program, the legislation seeks to mitigate risks associated with unverified imports that could harm both consumers and local fishing industries. Furthermore, the increased audits may help preserve domestic fisheries by validating the sources and practices of imported seafood, thus potentially reducing the competition for local fishermen.

Summary

SB3533 proposes the appropriation of $36,000,000 to enhance the Seafood Import Monitoring Program administered by the National Oceanic and Atmospheric Administration (NOAA). The bill specifically aims to increase the frequency and thoroughness of audits focusing on imported seafood items, particularly shrimp and red snapper. This legislative measure is seen as part of a broader effort to ensure that imported seafood adheres to U.S. standards for safety and sustainability. As seafood importation continues to rise, the bill addresses a growing concern regarding the potential risks associated with unregulated imports.

Contention

While SB3533 has garnered support from various environmental groups and seafood safety advocates, it may also face opposition from importers and businesses concerned about additional compliance costs and regulatory burdens. Critics might argue that increasing audits could delay the import process and create hurdles for legitimate importers. This balance between protecting public health and supporting the economic interests of businesses is likely to be a point of contention as the bill progresses through the legislature.
