Provides that in the siting of new electric transmission facilities, including high-voltage transmission lines, the following corridors shall be utilized in the following order of priority in accordance with feasibility of economic and engineering considerations, reliability of the electric system and the protection of the environment: existing utility corridors; highway (interstate, freeway and state trunk) and railroad corridors; recreational trails, to the extent that the facilities may be constructed below ground and that the facilities do not significantly impact environmentally sensitive areas; and new corridors; provides that the commissioner of transportation shall engage in coordination activities with a utility or transmission line developer to review requested highway corridors for possible permitted locations of transmission lines.

Establishes the "county of Westchester public works investment act" which allows the Westchester county department of public works and the Westchester county department of transportation to utilize design-build project delivery.
Directs the department of civil service to conduct a study on competitive examinations for public employment held by the state department of civil service and by municipal commissions to determine whether the contents of such examinations have a discriminatory effect on minority examinees; requires a report on such findings to be delivered to the governor and legislature.
Directs the department of public service, in conjunction with the New York state energy research and development authority, and the power authority of the state of New York to commission a study on the utilization of directional noise reduction optimization technology for wind turbines in New York state.
