Establishes a tax rebate program for rent-stabilized housing that targets buildings with individually occupied rent-stabilized apartments where the property tax burden significantly exceeds rental income.
Prohibits utility service terminations in multiple dwellings; authorizes utility companies to seek a lien against such multiple dwelling for the amount of unpaid utility bills.
Prohibits a person or entity from knowingly or with reckless disregard facilitate an agreement between or among two or more residential rental property owners or managers to not compete with respect to residential rental dwelling units, including by operating or licensing a software, data analytics service, or algorithmic device that performs a coordinating function on behalf of or between and among such residential rental property owners or managers.
Requires that in cases concerning dwellings with two units or less, petitions that go to trial be resolved in six months or less upon issue being joined; provides that in cases concerning dwellings with three or four units, the court shall render a final judgment on a petition no later than twelve months from the date upon which the issue is enjoined.

Enacts the "fair addition in rental (F.A.I.R) leases act"; authorizes a tenant to add dwelling occupants to residential dwelling or housing accommodation leases upon request of the lease holder; if such occupant is at least 18 years old; and such occupant provides proof of currently residing in such dwelling; prohibits a landlord from increasing the rent or imposing a fee for the purpose of adding occupants to the lease.
Requires a rebate of all rent paid to a landlord to be paid back to a tenant who was forced to vacate an illegal dwelling unit pursuant to an emergency vacate order or eviction.
Clarifies how certain non-billing information regarding the delivery of water is disclosed to residents of cooperatives, condominiums or multi-family dwellings; requires water-works corporations to notify customers of their ability to receive non-billing related information.
