Provides that any municipality that is served by the Metropolitan Transportation Authority and initiates a comprehensive zoning plan that is designed in relation to its proximity and accessibility to a transportation hub, where more than 4 subway/bus lines converge, shall conduct an environmental impact review to determine if such transportation systems can assimilate increased ridership.
Provides that it shall be a defense to any prosecution for a violation of a bus lane restriction pursuant to a bus rapid transit program when an employee of the metropolitan transportation authority is performing authorized duties on behalf of such authority and is operating an authorized employer motor vehicle in the bus lane at the time of the violation and conducting lawful business or providing service to an official metropolitan transportation authority vehicle or personnel while in a bus lane.
Provides that licensed adult use dispensing facilities shall be no less than 1,000 feet apart in municipalities with a population of 20,000 people or more, and no less than 2,000 feet apart in municipalities with a population of less than 20,000 people; provides proximity protection waivers.

Directs the metropolitan transportation authority and the New York city transit authority to rename the 190th street subway station on the IND Eighth Avenue line to the 190th street - Fort Tryon Park station.
