Provides for the establishment of residential home safety and loss prevention courses certified by the superintendent of financial services; requires insurers to provide actuarially appropriate discounts on fire and homeowners insurance premiums to those homeowners who have completed a residential home safety and loss prevention course; directs the superintendent of financial services to promulgate such rules and regulations as are necessary to implement such program and specifies certain matters which must be included in such rules and regulations; requires the superintendent of financial services to issue a report thereon.
Relates to the completion of and information contained in heating, ventilation and air conditioning systems assessments as part of building condition surveys for purposes of grant eligibility; requires such assessments to include a report containing specific information and includes qualification requirements for the person completing the report.
Requires the state education department to develop a model mental health training program to serve as the mental health component of required school safety trainings as part of comprehensive district-wide safety plans developed by each district-wide school safety team.
Requires judges or justices in a court that exercises criminal jurisdiction, including town and village justices, family court judges, and justices of the supreme court who regularly handle matrimonial matters, and court clerks of such courts to attend a program approved by the chief administrator of the courts addressing issues relating to domestic violence totaling at least ten hours every two years; requires law enforcement officers to complete ten hours of domestic violence training every two years.

Increases the amount of years of military service credit a member may purchase from three years to four years; provides that the provisions of such act shall not be subject to the requirement that the state shall make an equal payment to the retirement system.
