Relates to the provision of patient health information and medical records; expands the definition of medical records to include all health related records; prohibits fees for providing certain records.
Prohibits money judgments arising from non-payment of facility items and services by a patient or patient guarantor that is brought by a facility; prohibits the enforcement of arbitration agreements or clauses with respect to non-payment of facility items and services by a patient or patient guarantor; relates to the collection of medical debt; requires transparency in hospital pricing.
Prohibits incarcerated individuals who are determined to suffer from a substance use disorder for which there is no FDA approved addiction medications from being administered medication approved for a different disorder.
