Enacts the New York state product promotion act; requires the commissioner of economic development to develop and implement the New York state product promotion program; further requires such commissioner to establish and maintain an internet registry to highlight businesses that manufacture or produce products in this state; allows the department of economic development to charge a reasonable fee to cover such administrative costs; requires the commissioner to create a product label with the registry address to help identify such products.

Authorizes industrial development agencies to provide technical and financial assistance to agricultural producers for products grown, harvested or produced within the state.
Enacts the "New York state waste recycling and reduction act" to require each commercial building in the state to recycle paper products and single-use plastic products produced or used on site.
Requires applicants for financial assistance from industrial development agencies to provide information on the use of material and products manufactured or produced in this state and on the creation of local jobs.
Directs the commissioners of agriculture and markets and economic development to study and develop a long-term strategy for sustaining farming and food production in New York state; bases such strategy on an analysis of land use and economic trends, soil and natural resources, food consumption needs and other factors necessary to develop a state-level blueprint for protecting farmland and strengthening food production in the state.
Relates to the labeling, marketing and safety requirements of vapor products and the sale of tobacco and vapor products; prohibits labeling or marketing vapor products with certain terms, designs, or imagery; prohibits marketing such products to persons under 21; establishes penalties for selling tobacco or vapor products without a license.
Establishes the fresh air jobs tax credit for businesses participating in the development or production of clean wind energy buildout programs in this state.
Allows certain non-public schools to be exempt from being required to provide menstrual products in the restrooms of school buildings, upon a demonstration to the commissioner of education that the school does not serve students who need such products, and that such products are otherwise available to students who might need them.
