Sullivan-Almeida for an investigation by a special commission (including members of the General Court) relative to post-traumatic stress disorder in law enforcement officers. [SIMILAR MATTER FILED IN PREVIOUS SESSION SEE HOUSE, NO. 2456 OF 2021-2022.] The Commonwealth of Massachusetts _______________ In the One Hundred and Ninety-Third General Court (2023-2024) _______________ An Act establishing a commission to study post-traumatic stress disorder in law enforcement officers. Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows: 1 There shall be a special commission established pursuant to section 2A of chapter 4 of 2the General Laws to study and investigate post traumatic stress disorder in law enforcement 3officers. The commission shall consist of 2 members of the house of representatives, 1 of whom 4shall be nominated by the minority leader, 2 members of the senate, 1 of whom shall be 5nominated by the minority leader, the commissioner of public safety or a designee, the colonel of 6the state police or a designee, the secretary of health and human services or a designee, the 7commissioner of mental health and 3 members to be appointed by the governor, 1 of whom shall 8be a representative of the Massachusetts Chiefs of Police Association Incorporated. The 9members of the commission may elect a member to serve as chair. As part of its study and 2 of 2 10investigation, the commission shall review causes of post traumatic stress disorder among police 11officers in the commonwealth, and identify the estimated prevalence of post traumatic stress 12disorder among police officers in the commonwealth. The commission shall identify and analyze 13methods, practices and programs, including those in other states, to prevent and treat post 14traumatic stress disorder in police officers. The commission shall make recommendations for 15which methods, practices and programs, including existing programs in the commonwealth, are 16most effective in preventing and treating post traumatic stress disorder in police officers.
