The undersigned legislators and/or citizens respectfully petition for the adoption of the accompanying 
resolve:
Resolve to establish a special commission to perform an investigation and providing for a study 
relative to the long term management, maintenance and future use of the Boston Harbor Long 
and Moon Islands.

Court) relative to the long-term management and maintenance of certain harbor islands.

Resolve to establish a special commission to perform an investigation and providing for a study 
relative to the long term management, maintenance and future use of the Boston Harbor Long 
and Moon Islands.
1 Resolved, That, notwithstanding any general law, special law or local ordinance to the 
2contrary, a special commission is hereby established for the purpose of conducting an 
3investigation and study of methods to provide long term management and maintenance of Moon 
4Island and for determining 	and publicizing projected future use of Long Island; provided that 
5said special commission shall consist of two members of the Senate to be appointed by the 
6Senate President, two members of the House of Representatives to be appointed by the House 
7Speaker, the mayor of Boston or his designee, the district Boston City Councillor, the mayor of 
8Quincy or his designee, the district Quincy City Councillor, one representative of the National 
9Park Service, the Secretary of the Executive Office of Environmental Affairs or his designee, one  2 of 2
10individual representing conservation and environmental interests appointed by said Secretary 
11and the executive director of the Squantum Neighborhood Association or his designee.
12 Within 180 days after the passage of this bill, the special commission shall report to the 
13House of Representatives and Senate the results of its investigation and study for preserving 
14Moon Island along with a non-binding master plan for the future use of Long Island. Said 
15special commission shall also file recommendations for further environmental oversight and 
16preservation of said islands together with any drafts of legislation necessary to carry its 
17recommendations into effect by filing same with the Clerk of the House of Representatives no 
18later than December 1, 2025.
