The Commonwealth of Massachusetts _______________ In the One Hundred and Ninety-Third General Court (2023-2024) _______________ An Act relative to requiring the sealing of containers transporting solid waste. Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows: 1 Chapter 21A of the General Laws is hereby amended by adding the following section:- 2 Section 29. A municipality, agency, individual, firm, corporation or an entity acting on 3behalf of an individual, firm or corporation shall not transport solid waste originating in the 4commonwealth on a vehicle, train, barge, ship, or scow unless the solid waste is covered by a 5hard top or biodegradable seal that hardens after application. 6 The department of environmental protection, in consultation with the department of 7transportation, shall promulgate regulations for the implementation, administration and 8enforcement of this section.
