An Act amending Chapter 58 of the Acts of 2018 and Sections 6-11 and 10-3 of the Lynn City 
Charter.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 Section 1. Section 6-11 of the Lynn City Charter as added by Chapter 8 of the Acts of 
21985 and amended by Chapter 58 of the Acts of 2018 is hereby amended by adding the 
3following paragraph (h):
4 "(h) the chief financial officer shall supervise and oversee the director of the capital 
5projects who shall be appointed by the mayor subject to the approval of the city council, for a 
6term of three years upon such terms as established by the mayor and approved by the city 
7council. The director of capital project shall oversee, coordinate, all new capital construction 
8projects or repairs to existing facilities, including public schools, projects valued over twenty-
9five thousand ($25,000) dollar. The director of capital projects shall appoint and oversee 
10necessary project managers and other necessary personnel to plan, supervise and manage new  2 of 3
11building construction and capital repairs projects valued over twenty-five thousand ($25,000) 
12dollars."
13 Section 2. Section 10-2(d) of the Lynn City Charter as amended by Chapter 378 of the 
14Acts of 2014 is hereby amended by striking and repealing the following words:
15 "(d) city of Lynn public construction and the inspection, maintenance and repairs of 
16public buildings and facilities, including the public schools, and oversight of all capital 
17construction."
18 Section 3. The second sentence of Section 10-3(a) of the Lynn City Charter as added by 
19Chapter 378 of the Acts of 2014 is hereby amended by striking and repealed the words:
20 "lead paint inspectors and the planning department, which shall be responsible for all of 
21its present functions conferred upon it by the General Laws and city ordinances." and replacing 
22said words with: "and lead paint inspectors."
23 Section 4. The third and fifth sentences of Section 10-3(a) of the Lynn City Charter as 
24amended by Chapter 378 of the Acts of 2014 are hereby amended by striking and repealed the 
25words "deputy building commissioner" and replacing said words with: "director of the 
26inspectional division".
27 Section 5. The fourth sentence of Section 10-3(a) of the Lynn City Charter as added by 
28Chapter 378 of the Acts of 2014 is hereby amended by striking and repealing the sentence in its 
29entirety.
30 Section 6. The fifth sentence of Section 10-3(a) of the Lynn City Charter as added by 
31Chapter 378 of the Acts of 2014 is hereby amended by striking and repealing the words "and  3 of 3
32shall be preferred to have a bachelor of science degree in architecture or engineering or 5 years 
33of similar experiencing in the supervision of inspectional staff."
34 The fifth sentence of Section 10-3(a) of the Lynn City Charter as added by Chapter 378 
35of the Acts of 2014 shall be replaced by the following language: "and shall be preferred to 
36possess experience in the supervision of inspectional staff."
37 Section 7. This act shall take effect upon its passage.
