An Act related to health insurance benefits for municipal employees.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 SECTION 1. Section 19 of chapter 32B of the General Laws, as appearing in the 2020 
2Official Edition, is hereby amended by inserting after subsection (j) the following subsection:- 
3 (k) Notwithstanding any general or special law to the contrary, an eligible municipal 
4employee who subscribes to the commission’s health insurance coverage within the first 10 days 
5of the employee’s first day of employment shall receive such coverage effective as of: (1) their 
6first day of employment; or (2) the date on which the employee subscribes to the coverage, 
7whichever is later. The commission shall promulgate regulations to enforce this subsection.
8 SECTION 2. The group insurance commission shall promulgate regulations necessary to 
9implement subsection (k) of section 19 of chapter 32B, as inserted by section 1 of this act, not 
10later than 3 months after the effective date of this act.
