By Representative Tarsky of Needham, a petition (accompanied by bill, House, No. 1462) of 
Joshua Tarsky and Rebecca L. Rausch that certain public institutions of higher education create 
college campus recovery-focused housing programs to provide alcohol and drug-free 
environments for students recovering from substance use disorder. Higher Education.

An Act to support college students in recovery.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 Chapter 15A of the General Laws is hereby amended by inserting after section 45 the 
2following section:-
3 Section 46. (a) Each public institution of higher education that provides housing for 
4students shall establish a college campus recovery-focused housing program to provide an 
5alcohol and drug-free environment for students recovering from substance use disorder. This 
6program shall provide services including, but not limited to, trauma informed on-site counseling, 
7mentoring, and peer support. (b) Each public institution of higher education shall provide 
8overdose training to all students, faculty, and staff and shall make naloxone available for the 
9purpose of treating overdoses, as appropriate.
