Sabadosa for legislation to replace the motor vehicle excise tax with a gas tax adjustment. Revenue. The Commonwealth of Massachusetts _______________ In the One Hundred and Ninety-Fourth General Court (2025-2026) _______________ An Act to replace the motor vehicle excise tax with a gas tax adjustment. Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows: 1 SECTION 1. Chapter 60A of the General Laws is hereby repealed. 2 SECTION 2. Section 3A of said chapter 64A, as so appearing, is hereby amended by 3inserting after the first paragraph the following paragraph:- 4 Each municipality shall submit to the department of revenue a comprehensive list of all 5vehicles registered within its jurisdiction, along with a calculation of the revenue that would have 6been collected under Chapter 60A had it been in effect. The commissioner shall use this 7information, in addition to forecasting if necessary, to calculate an adjustment to the tax per 8gallon necessary to collect the total estimated amount of revenue that would have been collected 9by all municipalities had the provisions of Chapter 60A been in effect. The commissioner shall 10then dispense to each municipality the amount that the municipality would have collected had 11Chapter 60A been in effect.
