An Act ensuring access to state IDs for low-income people.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 SECTION 1. Section 8 of Chapter 90 of the General Laws, as appearing in the 2020 
2Official Edition, is hereby amended, in line 201, by inserting after the words "age of 70." the 
3following sentence:- 
4 No fees associated with an application for a license shall be charged for a person at or 
5below 300 per cent of the federal poverty guidelines. 
6 SECTION 2. Section 8E of said chapter is hereby amended, in line 78, by inserting after 
7the words "age of 70." the following sentence:- 
8 No fees associated with an application for an identification card shall be charged for a 
9person at or below 300 per cent of the federal poverty guidelines.
