Proposal for a legislative amendment to the Constitution Proposal for a legislative amendment to 
the Massachusetts Constitution, for a Constitutional right to employable skills training.
A majority of all the members elected to the Senate and House of Representatives, in 
joint session, hereby declares it to be expedient to alter the Constitution by the adoption of the 
following Article of Amendment, to the end that it may become a part of the Constitution [if 
similarly agreed to in a joint session of the next General Court and approved by the people at the 
state election next following]:
ARTICLE OF AMENDMENT.
1 ARTICLE OF AMENDMENT.
2 1.) The Constitution of The Commonwealth of Massachusetts, is hereby, and thus 
3amended, to provide that:
4 Each, and every inhabitant of The Commonwealth of Massachusetts, has a Right to 
5Employable Skills Training. 2 of 2
6 2.) The provision of this Right, with equality for all individuals, shall be subject to 
7appropriate legislation by the Great and General Court. The Commonwealth of Massachusetts, 
8shall have statutory, and regulatory authority, to accomplish the goals of this Constitutional 
9Amendment. 
10 3.) All legal residents of Massachusetts, shall be eligible for a Constitutional Right to 
11Employable Skills Training, for the purposes of assisting in their degrees of self-sufficiency, in 
12providing sound foundations for the economic health of our people, and Commonwealth, and for 
13the strengthening of our neighborhoods, and communities. 
14 4.) This Right, shall permit up to two (2) years of specific technical, or other employable 
15skills training, in an accredited technical skills program, in such institutions, and their successors, 
16as high schools, regional vocational technical schools, junior colleges, colleges, universities, and 
17accredited for-profit schools. The tuition costs of this 	training, may be compensated by The 
18Commonwealth of Massachusetts, entirely; and/or partially by other transparent partnership 
19arrangements with employers, and/or other appropriate institutions. At the conclusion of such 
20training, individuals shall be encouraged, and preferably have a bridge to specific employment 
21positions.
