[SIMILAR MATTER FILED IN PREVIOUS SESSION SEE SENATE, NO. 2312 OF 2023-2024.] The Commonwealth of Massachusetts _______________ In the One Hundred and Ninety-Fourth General Court (2025-2026) _______________ Resolutions enhancing global governance via a strengthened and revised United Nations Charter. 1 RESOLUTIONS Memorializing the President and Congress of the United States to call 2for a conference to review the Charter of the United Nations, and to propose or support 3amendments which will ensure its transformation into a United Federation of Nations, with 4powers which, while defined and limited to international affairs, shall be adequate to ensure 5global tranquility by preserving peace and preventing aggression through the enactment, 6interpretation and enforcement of world law. 7 Whereas, the United Nations has failed to save the people of the earth from the scourge 8of war because of its structural inability to enact and enforce international law; and 2 of 3 9 Whereas, a revised United Nations Charter must be framed to be of, for and by the 10PEOPLE; to establish genuine international law and order; to effectively render war, as a means 11of settling international disputes, illegal and obsolete; and 12 Whereas, an effective and revised charter must include these essentials of democratic 13federal government: 14 A representative and democratic global legislature with authority to enact international 15law; 16 An executive, responsible to the legislature, with the authority to enforce international 17law; 18 A court system to interpret international law, a system with compulsory jurisdiction to 19adjudicate disputes between nation-states and individual world citizens; 20 A Bill of Rights to guarantee the basic rights and civil liberties essential to a democratic 21republic form of government; now therefore be it 22 Resolved, that the Massachusetts Senate calls upon the President and Congress of the 23United States to call for a conference to review the Charter of the United Nations, and to propose 24or support amendments which will ensure its transformation into a United Federation of Nations, 25with powers which, while defined and limited to international affairs, shall be adequate to ensure 26global tranquility by preserving peace and preventing aggression through the enactment, 27interpretation and enforcement of world law; and be it further 3 of 3 28 Resolved, that copies of these resolutions be transmitted forthwith by the clerk of the 29Massachusetts Senate to the President of the United States, to the presiding officer of each 30branch of Congress and the members thereof from this Commonwealth.
