legislation to establish a commission to study the Massachusetts School Building Authority.

An Act to establishing a commission to study the Massachusetts School Building Authority.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 SECTION 1. (a) There shall be a special commission to study and make 
2recommendations on the operation of the Massachusetts School Building Authority and 
3investment needed to address the needs of school buildings across the Commonwealth, including 
4but not limited to: (i) funding sources; and (ii) award process. 
5 (b) The special commission shall consist of: the commissioner of the department of 
6elementary and secondary education, who shall serve as chair; a member of the Massachusetts 
7school building authority or designee; the secretary of education or a designee; the treasurer of 
8the commonwealth or a designee; the senate and house chairs of the joint committee on 
9education; the president of 	the Massachusetts teachers association; one member appointed the 
10Massachusetts municipal association; and 5 members appointed by the Massachusetts 
11superintendents association: one of whom is the superintendent of the city of Boston public 
12schools; one of whom is a superintendent representing a Gateway Municipality; one of whom is  2 of 2
13a superintendent representing a rural school; one of whom is a superintendent representing a 
14regional school district; one of whom is a superintendent representing a vocational technical high 
15school.
16 (d) The special commission shall report its findings, including any recommendations, 
17with the clerks of the senate and house of representatives, the house and senate committees on 
18ways and means, and the joint committee on education not later than one year after the effective 
19date of this act.
