Keenan, Steven Owens and Vanna Howard that provisions be made to create a special commission on affordable housing insurance. Financial Services. The Commonwealth of Massachusetts _______________ In the One Hundred and Ninety-Fourth General Court (2025-2026) _______________ Resolve creating a special commission on affordable housing insurance. 1 Resolved, that there shall be a special commission established to develop a statutory and 2regulatory framework to address the setting of rates by insurance companies for properties with 3affordability restrictions and properties where tenants use vouchers to pay part or all of their rent. 4The commission shall report its findings, including any proposed legislation, to the house and 5senate committees on ways and means, the joint committee on financial services and the joint 6committee on housing no later than December 31, 2026. 7 The commission shall consist of 10 members including: 1 member of the house of 8representatives, without a designating party; 1 member of the senate, without a designating party; 9the commissioner of insurance, or a designee, who will act as chair; the secretary of the 10executive office of housing and livable communities, or a designee; the attorney general, or a 11designee; 1 of whom shall be a representative from the Citizens' Housing And Planning 12Association; 1 of whom shall be a representative from the Massachusetts Association of 13Community Development Corporations; 1 of whom shall be a representative from the Builders 14of Color Coalition; 1 of whom shall be a representative from the National Association of 2 of 2 15Industrial and Office Properties Massachusetts; and 1 of whom shall be represent an insurance 16trade association.
