A BILL ENTITLED 
 
AN ACT concerning 1 
 
Driver’s Licenses, Identification Cards, and Registration Plates – Notation for 2 
Autism Spectrum 3 
 
FOR the purpose of requiring the Motor Vehicle Administration to ensure that the driver’s 4 
license, identification card, or registration plate of an applicant who indicates on an 5 
application for a driver’s license, an identification card, or a vehicle registration that 6 
the applicant is on the autism spectrum includes a notation specifying that the 7 
applicant is on the autism spectrum; requiring an application for a driver’s license, 8 
an identification card, or a vehicle registration to allow an applicant to indicate that 9 
the applicant is on the autism spectrum; and generally relating to driver’s licenses, 10 
identification cards, and registration plates of individuals on the autism spectrum. 11

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 6 
That Section(s) 13–410(d), (e), (g), and (h), respectively, of Article – Transportation of the 7 
Annotated Code of Maryland be renumbered to be Section(s) 13–410(e), (f), (h), and (i), 8 
respectively. 9 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That the Laws of Maryland read 10 
as follows: 11

 (A) THE APPLICATION FOR A DRIVER’S LICENSE, AN IDENTIFICATION CA RD, 14 
OR A MOPED OPERATOR ’S PERMIT SHALL ALLOW AN APPLI CANT TO INDICATE THA T 15 
THE APPLICANT IS ON THE AUTISM SPECTRUM .  16 
 
 (B) THE ADMINISTRATION SHALL ENSURE THAT THE DRIVER’S LICENSE, 17 
IDENTIFICATION CARD , OR MOPED OPERA TOR’S PERMIT OF AN APPLICANT WHO HAS 18 
INDICATED THAT THE APPLICANT I S ON THE AUTISM SPEC TRUM ON THE 19 
APPLICATION FOR THE DRIVER’S LICENSE, IDENTIFICATION CARD , OR MOPED 20 
OPERATOR’S PERMIT INCLUDES A NOTATION SPECIFYING THAT THE APPLICANT IS 21 
ON THE AUTISM SPECTR UM. 22

 (a) (1) Except as provided in paragraph (2) of this subsection, the owner of a 24 
vehicle subject to registration under this subtitle shall apply to the Administration for the 25 
registration of the vehicle in a manner that the Administration requires. 26 
 
 (2) The application for registration of a low speed vehicle shall be made by 27 
electronic transmission under § 13–610 of this title. 28 
 
 (b) The application shall [contain]:  29 
 
 (1) CONTAIN the information that the Administration reasonably requires 30 
to determine if the vehicle is entitled to registration; AND 31 
 
 (2) ALLOW AN APPLICANT TO INDICATE THAT THE AP PLICANT IS ON 32

 (b) (1) Each registration plate shall display: 2 
 
 (i) The registration number assigned to the vehicle for which it is 3 
issued; and 4 
 
 (ii) The name of this State, which may be abbreviated. 5 
 
 (2) The registration number may consist of letters, numerals, or both. 6 
 
 (D) THE ADMINISTRATION SHALL ENSURE THAT THE REGI STRATION PLATE 7 
OF AN APPLICANT REGISTERING A VEHICLE UNDER THIS TITLE INCLUDES A 8 
NOTATION SPECIFYING THAT THE APPLICANT IS ON THE AUTISM SPE CTRUM IF THE 9 
APPLICANT INDICATES ON THE APP LICATION FOR THE REG ISTRATION PLATE THAT 10 
THE APPLICANT IS ON THE AUTISM SPE CTRUM. 11 
 
 [(f)] (G) Notwithstanding the provisions of subsection [(d)] (E) of this section, 12 
the Administration may issue reflectorized registration plates under §§ 13–618 and 13–619 13 
of this title. 14 
 
 SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect 15 
October 1, 2022. 16
