Alzheimer’s Disease and Dementia – Council and Coordination of Services 2 
(Dementia Services Act of 2022) 3 
 
FOR the purpose of establishing the terms of the appointed members of the Virginia I. 4 
Jones Alzheimer’s Disease and Related Disorders Council; altering the staffing and 5 
reporting requirements of the Council; establishing the position of Director of 6 
Dementia Services Coordination in the Maryland Department of Health; repealing 7 
the termination date for the Council; and generally relating to the Virginia I. Jones 8 
Alzheimer’s Disease and Related Disorders Council and the Director of Dementia 9 
Services Coordination. 10

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 11 
That the Laws of Maryland read as follows: 12 
 
Article – Health – General 13 
 
13–3201. 14 
 
 (A) In this subtitle[,] THE FOLLOWING WORDS HAVE THE MEANINGS 15 
INDICATED. 16 
 
 (B) “Council” means the Virginia I. Jones Alzheimer’s Disease and Related 17 
Disorders Council. 18 
 
 (C) “DIRECTOR” MEANS THE DIRECTOR OF DEMENTIA SERVICES 19 
COORDINATION ESTABLIS HED UNDER SUBTITLE 32A OF THIS TITLE. 20

 There is a Virginia I. Jones Alzheimer’s Disease and Related Disorders Council. 22 
 
13–3203. 23 
 
 (a) The Council consists of the following members: 24 
 
 (1) One member of the Senate of Maryland, appointed by the President of 25 
the Senate; 26 
 
 (2) One member of the House of Delegates, appointed by the Speaker of the 27 
House; 28 
 
 (3) The Secretary of Health, or the Secretary’s designee; 29 
 
 (4) The Secretary of Aging, or the Secretary’s designee; 30

 (5) The Executive Director of the Alzheimer’s Association, Greater 1 
Maryland Chapter, or the Executive Director’s designee; 2 
 
 (6) The President of the Alzheimer’s Association, National Capital Area 3 
Chapter, or the President’s designee; and 4 
 
 (7) The following members, appointed by the Governor: 5 
 
 (i) Seven health care professionals with relevant professional 6 
experience; 7 
 
 (ii) Three human service professionals with relevant professional 8 
experience; 9 
 
 (iii) One elder law attorney with relevant professional experience; 10 
 
 (iv) Two research professionals with relevant professional 11 
experience; 12 
 
 (v) Two family caregivers of individuals with Alzheimer’s disease or 13 
a related disorder; and 14 
 
 (vi) At the recommendation of the Council, any other member 15 
necessary to fulfill the duties of the Council. 16 
 
 (b) To the extent practicable, the members appointed to the Council shall reflect 17 
the geographic, racial, ethnic, cultural, and gender diversity of the State. 18 
 
13–3204. 19 
 
 (a) The members of the Council shall select the chair of the Council. 20 
 
 (b) A member of the Council: 21 
 
 (1) May not receive compensation as a member of the Council; but 22 
 
 (2) Is entitled to reimbursement for expenses under the Standard State 23 
Travel Regulations, as provided in the State budget. 24 
 
 (C) (1) THE TERM OF AN APPOIN TED MEM BER OF THE COUNCIL IS 3 25 
YEARS. 26 
 
 (2) THE TERMS OF THE APPO INTED MEMBERS OF THE COUNCIL ARE 27 
STAGGERED AS REQUIRE D BY THE TERMS PROVI DED FOR THE APPOINTE D MEMBERS 28 
OF THE COUNCIL ON OCTOBER 1, 2022. 29

 (3) AT THE END OF A TERM , AN APPOINTED MEMBER CONTINUES TO 1 
SERVE UNTIL A SUCCES SOR IS APPOINTED AND QUALIFIES. 2 
 
 (4) A MEMBER WHO IS APPOIN TED AFTER A TERM HAS BEGUN SERVES 3 
ONLY FOR THE REST OF THE TERM AND UNTIL A SUCCESSOR IS APPOINT ED AND 4 
QUALIFIES.  5 
 
13–3205. 6 
 
 (a) The [Department] DIRECTOR, with assistance from the DEPARTMENT OF 7 
LEGISLATIVE SERVICES AND THE Department of Aging, shall provide staff support for 8 
the Council. 9 
 
 (b) The [Department] DIRECTOR may request staffing assistance from public 10 
health entities with an interest in the duties of the Council. 11 
 
13–3206. 12 
 
 The Council shall: 13 
 
 (1) Update the State Plan on Alzheimer’s Disease and Related Disorders 14 
and advocate for the State Plan; 15 
 
 (2) (i) Examine the needs of individuals with Alzheimer’s disease and 16 
related disorders and their caregivers; and 17 
 
 (ii) Identify methods through which the State can most effectively 18 
and efficiently assist in meeting those needs; 19 
 
 (3) Advise the Governor and the General Assembly on policy, funding, 20 
regulatory, and other issues related to individuals with Alzheimer’s disease and related 21 
disorders and their caregivers; and 22 
 
 (4) Develop and promote strategies to encourage brain health and reduce 23 
cognitive decline. 24 
 
13–3207. 25 
 
 On or before September 1 [each year], 2022, AND ON OR BEFORE SEPTEMBER 1 26 
EVERY 5 YEARS THEREAFTER , the Council shall [report to the Governor and, in 27 
accordance with § 2–1257 of the State Government Article, the General Assembly on the 28 
activities and recommendations of the Council] ISSUE AND PUBLISH AN UPDATE TO THE 29 
STATE PLAN ON ALZHEIMER’S DISEASE AND RELATED DISORDERS. 30

ALZHEIMER’S DISEASE AND RELATED DISORDERS; 22 
 
 (3) ASSESS, ANALYZE, AND CONDUCT OUTREACH TO SHARE 23 
DEMENTIA–RELATED DA TA; 24 
 
 (4) IDENTIFY AND SHARE DE MENTIA–SPECIFIC TRAINING WI TH 25 
STAKEHOLDERS WHO ENG AGE WITH INDIVIDUALS WITH ALZHEIMER’S DISEASE OR 26 
OTHER FORMS OF DEMEN TIA; 27

 (5) IDENTIFY EFFICIENCIES ACROSS STATE AGENCIES THAT A ID 1

INDIVIDUALS WITH DEM ENTIA AND THEIR CARE GIVERS; AND 4 
 
 (7) CARRY OUT OTHER DUTIE S RELEVANT TO THE SU PPORT OF 5 
INDIVIDUALS WITH DEM ENTIA AS MAY BE ASSI GNED BY THE DIRECTOR OF THE 6 
CENTER FOR CHRONIC DISEASE PREVENTION AND CONTROL. 7

 ON OR BEFORE SEPTEMBER 1, 2023, AND ON OR BEFORE SEPTEMBER 1 9 
EVERY 5 YEARS THEREAFTER , THE DIRECTOR SHALL REPORT TO THE GOVERNOR 10 
AND, IN ACCORDANCE WITH § 2–1257 OF THE STATE GOVERNMENT ARTICLE, THE 11 
SENATE FINANCE COMMITTEE AND THE HOUSE HEALTH AND GOVERNMENT 12 
OPERATIONS COMMITTEE ON THE ACTI VITIES AND RECOMMEND ATIONS OF THE 13 
DIRECTOR. 14

 FOR FISCAL YEAR 2023 AND EACH FISCAL YEAR THEREAFTER , THE 16 
GOVERNOR SHALL INCLUD E IN THE ANNUAL BUDG ET BILL AN APPROPRIATIO N TO 17 
FUND THE POSITION OF DIRECTOR AND THE VIRGINIA I. JONES ALZHEIMER’S 18 
DISEASE AND RELATED DISORDERS COUNCIL. 19 
 
Chapter 305 of the Acts of 2013, as amended by Chapters 74 and 75 of the Acts of 20 
2016 and Chapters 410 and 411 of the Acts of 2019 21 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 22 
October 1, 2013. [It shall remain effective for a period of 11 years and, at the end of 23 
September 20, 2024, with no further action required by the General Assembly, this Act 24 
shall be abrogated and of no further force and effect.] 25 
 
Chapter 306 of the Acts of 2013, as amended by Chapters 74 and 75 of the Acts of 26 
2016 and Chapters 410 and 411 of the Acts of 2019 27 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effec t 28 
October 1, 2013. [It shall remain effective for a period of 11 years and, at the end of 29 
September 20, 2024, with no further action required by the General Assembly, this Act 30 
shall be abrogated and of no further force and effect.] 31

 SECTION 2. AND BE IT FURTHER ENACTED, That the terms of the members of 1 
the Virginia I. Jones Alzheimer’s Disease and Related Disorders Council appointed as of 2 
October 1, 2022, shall expire as follows: 3 
 
 (1) five members in 2024; 4 
 
 (2) five members in 2025; 5 
 
 (3) five members in 2026; and 6 
 
 (4) any other member appointed by the Governor under § 13–3203(a)(7)(vi) 7 
of the Health – General Article in 2027. 8 
 
 SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect 9 
October 1, 2022. 10
