FOR the purpose of renaming the Virginia I. Jones Alzheimer’s Disease and Related 4 
Disorders Council to be the Virginia I. Jones Alzheimer’s Disease and Related 5 
Dementias Council; establishing the terms of the appointed members of the Virginia 6 
I. Jones Alzheimer’s Disease and Related Disorders Council; altering the staffing and 7 
reporting requirements of the Council; establishing the position of Director of 8 
Dementia Services Coordination and Brain Health in the Maryland Department of 9 
Health; repealing the termination date for the Council; and generally relating to the 10 
Virginia I. Jones Alzheimer’s Disease and Related Disorders Dementias Council and 11 
the Director of Dementia Services Coordination and Brain Health. 12

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 22

Subtitle 32. Virginia I. Jones Alzheimer’s Disease and Related [Disorders] DEMENTIAS 25 
Council.  26

 (A) In this subtitle[,] THE FOLLOWING WORDS HAVE THE MEANINGS 28 
INDICATED. 29 
 
 (B) “Council” means the Virginia I. Jones Alzheimer’s Disease and Related 30 
Disorders DEMENTIAS Council. 31 
 
 (C) “DIRECTOR” MEANS THE DIRECTOR OF DEMENTIA SERVICES 32 
COORDINATION AND BRAIN HEALTH ESTABLISHED UNDER SUBTITLE 32A OF THIS 33 
TITLE. 34

 There is a Virginia I. Jones Alzheimer’s Disease and Related Disorders DEMENTIAS 1 
Council. 2 
 
13–3203. 3 
 
 (a) The Council consists of the following members: 4 
 
 (1) One member of the Senate of Maryland, appointed by the President of 5 
the Senate; 6 
 
 (2) One member of the House of Delegates, appointed by the Speaker of the 7 
House; 8 
 
 (3) The Secretary of Health, or the Secretary’s designee; 9 
 
 (4) The Secretary of Aging, or the Secretary’s designee; 10 
 
 (5) The Executive Director of the Alzheimer’s Association, Greater 11 
Maryland Chapter, or the Executive Director’s designee; 12 
 
 (6) The President of the Alzheimer’s Association, National Capital Area 13 
Chapter, or the President’s designee; and 14 
 
 (7) The following members, appointed by the Governor: 15 
 
 (i) Seven health care professionals with relevant professional 16 
experience; 17 
 
 (ii) Three human service professionals with relevant professional 18 
experience; 19 
 
 (iii) One elder law attorney with relevant professional experience; 20 
 
 (iv) Two research professionals with relevant professional 21 
experience; 22 
 
 (v) Two family caregivers of individuals with Alzheimer’s disease or 23 
a related disorder; and 24 
 
 (vi) At the recommendation of the Council, any other member 25 
necessary to fulfill the duties of the Council. 26 
 
 (b) To the extent practicable, the members appointed to the Council shall reflect 27 
the geographic, racial, ethnic, cultural, and gender diversity of the State. 28

 (a) The members of the Council shall select the chair of the Council. 1 
 
 (b) A member of the Council: 2 
 
 (1) May not receive compensation as a member of the Council; but 3 
 
 (2) Is entitled to reimbursement for expenses under the Standard State 4 
Travel Regulations, as provided in the State budget. 5 
 
 (C) (1) THE TERM OF AN APPOIN TED MEMBER OF THE COUNCIL IS 3 6 
YEARS. 7 
 
 (2) THE TERMS OF THE APPO INTED MEMBERS OF THE COUNCIL ARE 8 
STAGGERED AS REQUIRE D BY THE TERMS PROV IDED FOR THE APPOINT ED MEMBERS 9 
OF THE COUNCIL ON OCTOBER 1, 2022. 10 
 
 (3) AT THE END OF A TERM , AN APPOINTED MEMBER CONTINUES TO 11 
SERVE UNTIL A SUCCES SOR IS APPOINTED AND QUALIFIES. 12 
 
 (4) A MEMBER WHO IS APPOIN TED AFTER A TERM HAS BEGUN SERVES 13 
ONLY FOR THE REST OF THE TERM AND UNTIL A SUCCESSOR IS APPOINT ED AND 14 
QUALIFIES.  15

 (a) The [Department] DIRECTOR, with assistance from the DEPARTMENT OF 17 
LEGISLATIVE SERVICES AND THE Department of Aging, shall provide staff support for 18 
the Council. 19 
 
 (b) The [Department] DIRECTOR may request staffing assistance from public 20 
health entities with an interest in the duties of the Council. 21

 The Council shall: 23 
 
 (1) Update the State Plan on Alzheimer’s Disease and Related Disorders 24 
DEMENTIAS and advocate for the State Plan; 25 
 
 (2) (i) Examine the needs of individuals with Alzheimer’s disease and 26 
related disorders DEMENTIAS and their caregivers; and 27 
 
 (ii) Identify methods through which the State can most effectively 28 
and efficiently assist in meeting those needs; 29

 (3) Advise the Governor and the General Assembly on policy, funding, 1 
regulatory, and other issues related to individuals with Alzheimer’s disease and related 2 
disorders DEMENTIAS and their caregivers; and 3 
 
 (4) Develop and promote strategies to encourage brain health and reduce 4 
cognitive decline. 5

 On or before September 1 [each year], 2022, AND ON OR BEFORE SEPTEMBER 1 7 
EVERY 5 YEARS THEREAFTER , the Council shall [report to the Governor and, in 8 
accordance with § 2–1257 of the State Government Article, the General Assembly on the 9 
activities and recommendations of the Council] ISSUE AND PUBLISH AN UPDATE TO THE 10 
STATE PLAN ON ALZHEIMER’S DISEASE AND RELATED DISORDERS DEMENTIAS. 11

INCLUDING THROUGH PU BLIC AWARENESS , PREVENTION , AND EARLY DETECTION 4 
AND DIAGNOSIS ; 5 
 
 (2) STAFF THE COUNCIL AND IMPLEMENT OVERSEE 6 
IMPLEMENTATION OF THE STATE PLAN ON ALZHEIMER’S DISEASE AND RELATED 7 
DISORDERS DEMENTIAS; 8 
 
 (3) ASSESS, ANALYZE, AND CONDUCT OUTREACH TO SHARE 9 
COGNITIVE HEALTH AND DEMENTIA–RELATED DATA ; 10 
 
 (4) IDENTIFY AND SHARE DE MENTIA–SPECIFIC TRAININ G WITH 11 
STAKEHOLDERS WHO ENG AGE WITH INDIVIDUALS WITH ALZHEIMER’S DISEASE OR 12 
OTHER FORMS OF DEMEN	TIA DEVELOP AND MONITOR I MPLEMENTATION 13 
MILESTONES AND MEASU RABLE OUTCOMES TO AS SESS PROGRESS IN ACH IEVING 14

INDIVIDUALS WITH DEM ENTIA AND THEIR CARE GIVERS, AND COORDINATE PUBLI C 18 
AND PRIVATE STAKEHOL DER PARTNERSHIPS ; 19 
 
 (6) APPLY FOR GRANTS TO ENABLE THE IMPLEMENT ATION OF THE 20 
STATE PLAN ON ALZHEIMER’S DISEASE AND RELATED DEMENTIAS GOALS TO 21 
REDUCE THE RISK OF D EMENTIA, AND TO IMPROVE THE QUALITY OF CARE FOR 22 
INDIVIDUALS WITH DEM ENTIA AND THEIR CARE GIVERS; AND 23 
 
 (7) CARRY OUT OTHER DUTIE S RELEVANT TO THE SU PPORT OF 24 
INDIVIDUALS WITH DEMENTIA AS MAY BE ASSIGNED BY THE DIRECTOR OF THE 25 
CENTER FOR CHRONIC DISEASE PREVENTION AND CONTROL DEPARTMENT . 26

AND, IN ACCORDANCE WITH § 2–1257 OF THE STATE GOVERNMENT ARTICLE, THE 30 
SENATE FINANCE COMMITTEE AND THE HOUSE HEALTH AND GOVERNMENT 31 
OPERATIONS COMMITTEE ON THE ACTI VITIES AND RECOMMEND ATIONS OF THE 32

FUND THE POSITION OF DIRECTOR AND THE VIRGINIA I. JONES ALZHEIMER’S 4 
DISEASE AND RELATED DISORDERS COUNCIL COUNCIL, AS FOLLOWS: 5 
 
 (1) FOR FISCAL YEAR 2023, AT LEAST $71,400; 6 
 
 (2) FOR FISCAL YEAR 2024, AT LEAST $83,000; 7 
 
 (3) FOR FISCAL YEAR 2025, AT LEAST $85,300; 8 
 
 (4) FOR FISCAL YEAR 2026, AT LEAST $87,600; AND 9 
 
 (5) FOR FISCAL YEAR 2027 AND EACH FISCAL YEAR THEREAFTER , AT 10 
LEAST $89,900. 11 
 
Chapter 305 of the Acts of 2013, as amended by Chapters 74 and 75 of the Acts of 12 
2016 and Chapters 410 and 411 of the Acts of 2019 13 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 14 
October 1, 2013. [It shall remain effective for a period of 11 years and, at the end of 15 
September 20, 2024, with no further action required by the General Assembly, this Act 16 
shall be abrogated and of no further force and effect.] 17 
 
Chapter 306 of the Acts of 2013, as amended by Chapters 74 and 75 of the Acts of 18 
2016 and Chapters 410 and 411 of the Acts of 2019 19 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 20 
October 1, 2013. [It shall remain effective for a period of 11 years and, at the end of 21 
September 20, 2024, with no further action required by the General Assembly, this Act 22 
shall be abrogated and of no further force and effect.] 23 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That the terms of the members of 24 
the Virginia I. Jones Alzheimer’s Disease and Related Disorders Dementias Council 25 
appointed as of October 1, 2022, shall expire as follows: 26 
 
 (1) five members in 2024; 27 
 
 (2) five members in 2025; 28 
 
 (3) five members in 2026; and 29 
 
 (4) any other member appointed by the Governor under § 13–3203(a)(7)(vi) 30

 SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect 1
