SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 16

(a) (1) In this section the following words have the meanings indicated. 3
(2) “Concession manager” means a person that provides and supervises 4
under contract the comprehensive management of all food and beverage concession sales 5
on the licensed premises. 6
(3) “Licensed premises” includes the stadium facility and stadium parking 7
lots. 8
(b) There is a stadium beer, wine, and liquor license. 9
(c) The Board may issue the license for a stadium to the owner, lessee, or 10
concession manager of a professional baseball stadium. 11
(d) (1) Subject to paragraph (2) of this subsection, the license authorizes the 12
license holder to sell beer, wine, and liquor for on–premises consumption. 13
(2) The license holder may sell, serve, or allow the consumption of beer, 14
wine, and liquor on the stadium parking lots only with the prior written approval of the 15
Board. 16
(e) (1) Subject to paragraph (2) of this subsection, the license holder may sell 17
beer, wine, and liquor on Monday through Sunday, from 8 a.m. to 2 a.m. the following day. 18
(2) During a baseball game, a holder of a stadium license may not sell beer, 19
wine, or liquor: 20
(i) after the beginning of the eighth inning; or 21
(ii) during a doubleheader game, after the beginning of the sixth 22
inning of the second game. 23
(f) (1) An individual who serves beer, wine, and liquor on the licensed 24
premises shall hold a certificate from an alcohol awareness program that the Board 25
approves. 26
(2) (i) Except as provided in subparagraph (ii) of this paragraph, an 27
individual may serve beer, wine, and liquor during a baseball game only in a plastic, 28
Styrofoam, or paper container. 29
(ii) An individual may serve beer, wine, and liquor in a glass 30
container on the club level or in a dining area where patrons are seated. 31

(3) (i) This paragraph does not apply to wine and liquor served on the 1
club level or in a dining area where patrons are seated. 2
(ii) An individual may dispense wine and liquor during a baseball 3
game only from a stationary structure that is in the stadium and equipped with a motor 4
vehicle driver’s license scanner. 5
(4) A license holder may not allow a roving vendor to dispense wine and 6
liquor. 7
(5) A license holder may not allow a person to carry beer, wine, and liquor 8
onto or off of the licensed premises. 9
(g) The annual license fee is [$10,000] $4,000. 10
SECTION 2. AND BE IT FURTHER ENACTE D, That this Act shall take effect July 11
1, 2022. 12
