A BILL ENTITLED 
 
AN ACT concerning 1 
 
Workgroup to Study the Fiscal and Operational Viability of Public–Private 2 
Partnerships for Charles County Public Schools 3 
 
FOR the purpose of establishing a Workgroup to Study the Fiscal and Operational Viability 4 
of Public–Private Partnerships for Charles County Public Schools; and generally 5 
relating to the Workgroup to Study the Fiscal and Operational Viability of  6 
Public–Private Partnerships for Charles County Public Schools. 7 
 
 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 8 
That: 9 
  
 (a) There is a Workgroup to Study the Fiscal and Operational Viability of  10 
Public–Private Partnerships for Charles County Public Schools.  11 
 
 (b) The Workgroup consists of the following members: 12 
 
 (1) two Senators appointed by the President of the Senate, based on the 13 
recommendation of the chair of the Charles County Senate Delegation; 14 
 
 (2) two Delegates appointed by the Speaker of the House, based on the 15 
recommendation of the chair of the Charles County House Delegation; 16 
 
 (3) two members of the Board of Charles County Commissioners, appointed 17 
by the Board of Charles County Commissioners;  18 
 
 (4) two members of the Charles County Board of Education, appointed by 19 
the Chair of the Charles County Board of Education; 20 
 
 (5) the Chair of the Interagency Commission on School Construction, or the 21 
Chair’s designee; and  22

 (6) the Executive Director of the Maryland Stadium Authority, or the 1 
Executive Director’s designee.  2 
 
 (c) The Workgroup members shall elect the chair of the Workgroup. 3 
 
 (d) The Charles County Board of Education shall provide staff for the Workgroup. 4 
 
 (e) A member of the Workgroup: 5 
 
 (1) may not receive compensation as a member of the Workgroup; but 6 
 
 (2) is entitled to reimbursement for expenses under the Standard State 7 
Travel Regulations, as provided in the State budget. 8 
 
 (f) The Workgroup shall: 9 
 
 (1) study: 10 
 
 (i) the fiscal and operational viability of using a public–private 11 
partnership for financing, constructing, maintaining, and operating schools in Charles 12 
County; 13 
 
 (ii) implementation of a public–private partnership by Charles 14 
County Public Schools; and 15 
 
 (iii) how a public–private partnership may relieve the significant 16 
burden for funding new school construction and renovations for Charles County Public 17 
Schools; and 18 
 
 (2) make recommendations regarding using a public–private partnership 19 
for: 20 
 
 (i) new school construction; and  21 
 
 (ii) maintenance and rehabilitation of schools to meet the identified 22 
needs at lower cost.  23 
 
 (g) On or before December 31, 2022, the Workgroup shall report its findings and 24 
recommendations to the Board of Charles County Commissioners, the Charles County 25 
Board of Education, the Interagency Commission on School Construction, and, in 26 
accordance with § 2–1257 of the State Government Article, the members of the Charles 27 
County Delegation to the General Assembly.  28 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect June 29 
1, 2022. It shall remain effective for a period of 1 year and 1 month and, at the end of June 30 
30, 2023, this Act, with no further action required by the General Assembly, shall be 31 
abrogated and of no further force and effect. 32   	HOUSE BILL 739 	3
