A BILL ENTITLED 
 
AN ACT concerning 1 
 
State Operating Budget – Step Increases for State Employees – Reporting 2 
 
FOR the purpose of requiring the Governor to report to the General Assembly on a certain 3 
date the reasons why an appropriation sufficient to provide certain step increases for 4 
State employees was not included in the annual budget bill under certain 5 
circumstances; and generally relating to step increases for State employees.  6

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 12 
That the Laws of Maryland read as follows: 13 
 
Article – State Finance and Procurement 14 
 
7–114.4. 15 
 
 (A) IF THE GOVERNOR DOES NOT INCLUDE IN THE ANNUAL BUDGET BILL 16 
AN APPROPRIATION SUF FICIENT TO PROVIDE STEP INCREASES FOR STATE 17 
EMPLOYEES IN ACCORDANCE WITH THE APPLICABLE PAY PLAN, THE GOVERNOR 18 
SHALL REPORT TO THE GENERAL ASSEMBLY, IN ACCORDANCE WITH § 2–1257 OF 19 
THE STATE GOVERNMENT ARTICLE, THE REASONS WHY AN APPROPRIATION FOR 20 
THE STEP INCREASES WAS NOT INCLUDED IN THE ANNUAL BUDGET BILL. 21 
 
 (B) THE GOVERNOR SHALL SUBMIT THE REPORT REQUIRED UNDER 22 
SUBSECTION (A) OF THIS SECTION ON THE DATE ON WHICH THE ANNUAL BUDGET 23 
BILL IS SUBMITTED TO THE GENERAL ASSEMBLY. 24  2 	HOUSE BILL 964  
 
 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 1 
1, 2022. 2
