A BILL ENTITLED 
 
AN ACT concerning 1 
 
Baltimore City – Board of License Commissioners – Licensee Hours of Operation 2 
 
FOR the purpose of prohibiting a holder of a Class A license, a Class B–D–7 license, or an 3 
adult entertainment license issued by the Board of License Commissioners for 4 
Baltimore City from operating in a certain area in Baltimore City later than a certain 5 
time; and generally relating to the hours of operation for alcoholic beverages and 6 
adult entertainment licensees in Baltimore City. 7 
 
BY repealing and reenacting, without amendments, 8 
 Article – Alcoholic Beverages 9

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 18 
That the Laws of Maryland read as follows: 19

 This title applies only in Baltimore City. 22

 (A) IN THIS SECTION, “ADULT ENTERTAINMENT ” HAS THE MEANING STATED 1 
IN ARTICLE 15, § 1–1 OF THE BALTIMORE CITY CODE. 2 
 
 (B) THIS SECTION APPLIES ONLY TO: 3 
 
 (1) A HOLDER OF A CLASS A LICENSE; 4 
 
 (2) A HOLDER OF A CLASS B–D–7 LICENSE; AND 5 
 
 (3) A HOLDER OF AN ADULT ENTERTAINMENT LICENSE ISSUED BY 6 
THE BOARD UNDER § 12–2102 OF THIS TITLE AND ARTICLE 15, SUBTITLE 1 OF THE 7 
BALTIMORE CITY CODE. 8 
 
 (C) THE HOLDER OF A LICEN SE DESCRIBED IN SUBSECTION (B) OF THIS 9 
SECTION MAY NOT OPERATE AN ESTABLISHMENT LATER THAN 10 P.M. IF THE 10 
ESTABLISHMENT IS IN AN AREA BOUNDED AS FOLLOWS: FROM THE INTERSECTION 11 
OF HOLLIDAY STREET AND EAST FAYETTE STREET, EAST ON EAST FAYETTE 12 
STREET TO THE INTERSE CTION WITH NORTH GAY STREET, SOUTH ON NORTH GAY 13 
STREET TO THE INTERSECTION WIT H EAST BALTIMORE STREET, SOUTH ON SOUTH 14 
GAY STREET TO THE INTERSE CTION WITH WATER STREET, WEST ON WATER 15 
STREET TO THE INTERSE CTION WITH COMMERCE STREET, NORTH ON COMMERCE 16 
STREET TO THE INTERSE CTION WITH EAST BALTIMORE STREET, THEN NORT H ON 17 
HOLLIDAY STREET BACK TO THE INTERSEC TION OF HOLLIDAY STREET AND EAST 18 
FAYETTE STREET.  19 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an emergency 20 
measure, is necessary for the immediate preservation of the public health or safety, has 21 
been passed by a yea and nay vote supported by three–fifths of all the members elected to 22 
each of the two Houses of the General Assembly, and shall take effect from the date it is 23 
enacted. 24
