AN ACT concerning 1 
 
Caroline County – State’s Attorney and Sheriff – Salaries 2 
 
FOR the purpose of altering the annual salary of the State’s Attorney for Caroline County 3 
and the Sheriff of Caroline County; and generally relating to the State’s Attorney for 4 
Caroline County and the Sheriff of Caroline County. 5

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 16 
That the Laws of Maryland read as follows: 17 
 
Article – Courts and Judicial Proceedings 18

 (a) This section applies only in Caroline County. 20 
 
 (b) The Sheriff of Caroline County shall receive an annual salary equal to [80%] 21 
85% of the annual salary of the State’s Attorney for Caroline County. 22

 (c) (1) The Sheriff may appoint: 1 
 
 (i) Deputy sheriffs and other personnel in accordance with the 2 
county budget; and 3 
 
 (ii) A chief deputy sheriff, or the managerial equivalent, who shall 4 
serve at the pleasure of the Sheriff. 5 
 
 (2) The Sheriff may not refuse to reappoint a deputy sheriff without just 6 
cause. 7

 (a) This section applies only in Caroline County. 10 
 
 (b) (1) The State’s Attorney’s salary is [80%] 85% of the salary of a judge of 11 
the District Court of Maryland. 12 
 
 (2) The State’s Attorney is entitled to reimbursement for expenses under 13 
the Standard State Travel Regulations. 14 
 
 (c) The State’s Attorney may not engage in the private practice of law. 15 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That, pursuant to Article III, § 35 16 
of the Maryland Constitution, this Act may not be construed to extend or apply to the salary 17 
or compensation of the State’s Attorney for Caroline County and the Sheriff of Caroline 18 
County while serving in a term of office beginning before the effective date of this Act, but 19 
the provisions of this Act concerning the salary or compensation of the State’s Attorney for 20 
Caroline County and the Sheriff of Caroline County shall take effect at the beginning of the 21 
next following term of office. This limitation does not apply to an individual appointed or 22 
elected after the effective date of this Act to fill out an unexpired term.  23 
 
 SECTION 3. AND BE IT FURTHER ENACTED, That this Ac t shall take effect 24 
October 1, 2022. 25
