AN ACT concerning 1 
 
Carroll County – Board of Education – Member Compensation and Student 2 
Representative 3 
 
FOR the purpose of altering the term of and scholarship for the student representative on 4 
the Carroll County Board of Education; altering the compensation for the voting 5 
members of the county board; and generally relating to the Carroll County Board of 6 
Education. 7

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 18 
That the Laws of Maryland read as follows: 19 
 
Article – Education 20 
 
3–401. 21 
 
 (a) The Carroll County Board consists of: 22 
 
 (1) Five voting members; 23 
  2 	SENATE BILL 436  
 
 
 (2) Subject to subsection (f) of this section, one nonvoting student 1 
representative; and 2 
 
 (3) The County Commissioners, who are nonvoting ex officio members. 3 
 
 (f) (1) The student representative shall: 4 
 
 (i) Be an eleventh or a twelfth grade student in the Carroll County 5 
public school system elected by the high school students of the county in accordance with 6 
procedures established by the school system; 7 
 
 (ii) Be a student government association representative at the 8 
student’s high school; 9 
 
 (iii) Serve for 1 year beginning on July 1 after the election of the 10 
student representative; and 11 
 
 (iv) Advise the county board on the thoughts and feelings of students 12 
in Carroll County public schools. 13 
 
 (2) AN INDIVIDUAL MAY NOT SERVE MORE THAN ONE TERM AS THE 14 
STUDENT REPRESENTATI VE. 15 
 
 [(2)] (3) Unless invited to attend by an affirmative vote of a majority of 16 
the county board, the student representative may not attend an executive session of the 17 
county board. 18 
 
3–403. 19 
 
 (a) The president of the county board is entitled to receive [$9,000] $13,000 20 
annually as compensation and the other voting members are entitled to receive [$8,000] 21 
$12,000 each annually as compensation. 22 
 
 (b) The compensation of the president and the voting members described in 23 
subsection (a) of this section shall be paid in four equal quarterly installments. 24 
 
 (c) (1) (i) A student representative who completes a full term on the county 25 
board shall be entitled to a scholarship of $3,500 to be applied to the student’s higher 26 
education costs. 27 
 
 (ii) The scholarship shall be paid directly to the educational 28 
institution that the student attends. 29 
 
 (iii) [A student may receive not more than two scholarships of $3,500 30 
each regardless of the number of terms the student serves as the student representative of 31

 (iv)] The scholarship may not be considered compensation for the 1 
purpose of calculating taxable income. 2 
 
 (2) On the submission of expense vouchers, the student representative is 3 
entitled to reimbursement for travel and other expenses incurred in the performance of 4 
official duties for the county board. 5 
 
 (3) The student representative is not entitled to any compensation or 6 
payment other than that specified under paragraphs (1) and (2) of this subsection for work 7 
as the student representative of the county board. 8 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 9 
1, 2022. 10
