Carroll County – Board of Education – Member Compensation and Student 2 
Representative 3 
 
FOR the purpose of altering the term of and scholarship for the student representative on 4 
the Carroll County Board of Education; altering the compensation for the voting 5 
members of the county board Carroll County Board of Education; and generally 6 
relating to the Carroll County Board of Education. 7

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 5 
That the Laws of Maryland read as follows: 6 
 
Article – Education 7 
 
3–401. 8 
 
 (a) The Carroll County Board consists of: 9 
 
 (1) Five voting members; 10 
 
 (2) Subject to subsection (f) of this section, one nonvoting student 11 
representative; and 12 
 
 (3) The County Commissioners, who are nonvoting ex officio members. 13 
 
 (f) (1) The student representative shall: 14 
 
 (i) Be an eleventh or a twelfth grade student in the Carroll County 15 
public school system elected by the high school students of the county in accordance with 16 
procedures established by the school system; 17 
 
 (ii) Be a student government association representative at the 18 
student’s high school; 19 
 
 (iii) Serve for 1 year beginning on July 1 after the election of the 20 
student representative; and 21 
 
 (iv) Advise the county board on the thoughts and feelings of students 22 
in Carroll County public schools. 23 
 
 (2) AN INDIVIDUAL MAY NOT SERVE MORE THAN ONE TERM AS THE 24 
STUDENT REPRESENTATI VE. 25 
 
 [(2)] (3) Unless invited to attend by an affirmative vote of a majority of 26 
the county board, the student representative may not attend an executive session of the 27 
county board. 28

 (a) The president of the county board is entitled to receive [$9,000] $13,000 1 
annually as compensation and the other voting members are entitled to receive [$8,000] 2 
$12,000 each annually as compensation. 3 
 
 (b) The compensation of the president and the voting members described in 4 
subsection (a) of this section shall be paid in four equal quarterly installments. 5 
 
 (c) (1) (i) A student representative who completes a full term on the county 6 
board shall be entitled to a scholarship of $3,500 to be applied to the student’s higher 7 
education costs. 8 
 
 (ii) The scholarship shall be paid directly to the educational 9 
institution that the student attends. 10 
 
 (iii) [A student may receive not more than two scholarships of $3,500 11 
each regardless of the number of terms the student serves as the student representative of 12 
the county board. 13 
 
 (iv)] The scholarship may not be considered compensation for the 14 
purpose of calculating taxable income. 15 
 
 (2) On the submission of expense vouchers, the student representative is 16 
entitled to reimbursement for travel and other expenses incurred in the performance of 17 
official duties for the county board. 18 
 
 (3) The student representative is not entitled to any compensation or 19 
payment other than that specified under paragraphs (1) and (2) of this subsection for work 20 
as the student representative of the county board. 21 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 22
