BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 18 That the Laws of Maryland read as follows: 19 Article – Alcoholic Beverages 20 22–102. 21 This title applies only in Harford County. 22 22–1006. 23 2 SENATE BILL 481 (a) (1) In this section the following words have the meanings indicated. 1 (2) “Concession manager” means a person that provides and supervises 2 under contract the comprehensive management of all food and beverage concession sales 3 on the licensed premises. 4 (3) “Licensed premises” includes the stadium facility and stadium parking 5 lots. 6 (b) There is a stadium beer, wine, and liquor license. 7 (c) The Board may issue the license for a stadium to the owner, lessee, or 8 concession manager of a professional baseball stadium. 9 (d) (1) Subject to paragraph (2) of this subsection, the license authorizes the 10 license holder to sell beer, wine, and liquor for on–premises consumption. 11 (2) The license holder may sell, serve, or allow the consumption of beer, 12 wine, and liquor on the stadium parking lots only with the prior written approval of the 13 Board. 14 (e) (1) Subject to paragraph (2) of this subsection, the license holder may sell 15 beer, wine, and liquor on Monday through Sunday, from 8 a.m. to 2 a.m. the following day. 16 (2) During a baseball game, a holder of a stadium license may not sell beer, 17 wine, or liquor: 18 (i) after the beginning of the eighth inning; or 19 (ii) during a doubleheader game, after the beginning of the sixth 20 inning of the second game. 21 (f) (1) An individual who serves beer, wine, and liquor on the licensed 22 premises shall hold a certificate from an alcohol awareness program that the Board 23 approves. 24 (2) (i) [Except as provided in] SUBJECT TO subparagraph (ii) of this 25 paragraph, an individual may serve beer, wine, and liquor during a baseball game [only in 26 a plastic, Styrofoam, or paper container] BY THE DRINK AND BY THE BOTTLE, FROM ONE 27 OR MORE OUTLETS , FOR ON–PREMISES CONSUMPTION . 28 (ii) An individual may serve beer, wine, and liquor in a glass 29 container ONLY on the club level or in a dining area where patrons are seated. 30 (3) (i) This paragraph does not apply to wine and liquor served on the 31 club level or in a dining area where patrons are seated. 32 SENATE BILL 481 3 (ii) An individual may dispense wine and liquor during a baseball 1 game only from a stationary structure that is in the stadium and equipped with a motor 2 vehicle driver’s license scanner. 3 (4) A license holder may not allow a roving vendor to dispense wine and 4 liquor. 5 (5) A license holder may not allow a person to carry beer, wine, and liquor 6 onto or off of the licensed premises. 7 (g) The annual license fee is $10,000. 8 SECTION 2. AND BE IT FURTHER E NACTED, That this Act is an emergency 9 measure, is necessary for the immediate preservation of the public health or safety, has 10 been passed by a yea and nay vote supported by three–fifths of all the members elected to 11 each of the two Houses of the General Assembly, and shall take effect from the date it is 12 enacted. 13
