A BILL ENTITLED 
 
AN ACT concerning 1 
 
Warrant Apprehension Reduction Grant 2 
 
FOR the purpose of establishing warrant apprehension grants; requiring the Governor’s 3 
Office of Crime Prevention, Youth, and Victim Services to administer funds for the 4 
grants; and generally relating to warrant apprehension and local law enforcement 5 
agencies. 6 
 
BY repealing and reenacting, without amendments, 7 
 Article – Public Safety 8 
Section 4–1008 9 
 Annotated Code of Maryland 10 
 (2018 Replacement Volume and 2021 Supplement) 11 
 
BY adding to 12 
 Article – Public Safety 13 
Section 4–1011  14 
 Annotated Code of Maryland 15 
 (2018 Replacement Volume and 2021 Supplement) 16 
 
 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 17 
That the Laws of Maryland read as follows: 18 
 
Article – Public Safety 19 
 
4–1008.  20 
 
 A local government or nonprofit entity that receives funding under this subtitle: 21 
 
 (1) may use the funding only in accordance with the provisions of this 22 
subtitle; and 23 
  2 	SENATE BILL 585  
 
 
 (2) shall comply with any data sharing and reporting requirements 1 
established by the Executive Director of the Governor’s Office of Crime Prevention, Youth, 2 
and Victim Services under § 4–1009 of this subtitle as a condition of receiving funding. 3

 (A) IN THIS SECTION, “LOCAL LAW ENFORCEMEN T AGENCY” MEANS: 5 
 
 (1) A POLICE DEPARTMENT OF A COUNTY OR MUNICIPAL 6 
CORPORATION IN THE STATE; OR 7 
 
 (2) THE OFFICE OF THE SHERIF F THAT PROVIDES A LAW 8 
ENFORCEMENT FUNCTION IN A COUNTY OR MUNICIPAL CORPORA TION IN THE 9 
STATE. 10 
 
 (B) FOR FISCAL YEARS 2024 THROUGH 2026, EACH YEAR THE GOVERNOR 11 
SHALL INCLUDE IN THE ANNUAL BUDGET BILL A N APPROPRIATION OF $2,000,000 12 
FOR LOCAL LAW ENFORCEMEN T AGENCIES TO BE USED AS GRANT S FOR WARRANT 13 
APPREHENSION EFFORTS . 14 
 
 (C) (1) THE GOVERNOR’S OFFICE OF CRIME PREVENTION, YOUTH, AND 15 
VICTIM SERVICES SHALL ADMINISTER THE GRANT FUNDS IN ACCORDANCE WITH § 16 
4–1008 OF THIS SUBTITLE .  17 
 
 (2) LOCAL LAW ENFORCEMENT AGENCIES MAY USE THE GRANT 18 
FUNDS FOR THE FOLLOWING PU RPOSES: 19 
 
 (I) TO REDUCE WARRANTS IN THE AGENCY’S JURISDICTION;  20 
 
 (II) TO INCREASE COORDINATION AND COO PERATION BETWEEN 21 
LOCAL LAW ENFORCEMEN T AND STATE AND FEDERAL AGE NCIES REGARDING 22 
OUTSTANDING WARRANTS ; AND 23 
 
 (III) TO REDUCE THE NUMBER OF OUTSTANDING WARRANTS 24 
RELATED TO VIOLENT C RIMES. 25 
 
 (D) THE FUNDS REQUIRED TO BE INCLUDED IN THE ANNU AL BUDGET BILL 26 
UNDER SUBSECTION (B) OF THIS SECTION SHAL L BE USED SOLELY TO SUPPLEMENT , 27 
AND NOT SUPPLANT , FUNDS OTHERWISE AVAI LABLE TO LOCAL LAW ENFORCE MENT 28 
AGENCIES FOR WARRANT APPREHENSION EFFORTS. 29 
 
 (E) AN ELIGIBLE LOCAL LAW ENFORCEM ENT AGENCY THAT RECE IVES A 30 
GRANT UNDER SUBSECTI ON (B) OF THIS SECTION SHAL L SUBMIT FOR EACH FISCAL 31 
YEAR THE FOLLOWING TO THE EXECUTIVE DIRECTOR: 32   	SENATE BILL 585 	3 
 
 
 
 (1) PROOF OF THE EXPENDITURE O F THE GRANT FUNDS AN D THE 1 
PURPOSES FOR WHICH T HE FUNDS WERE EXPENDED ; 2 
 
 (2) TOTAL WARRANTS IN EACH COU NTY BY TYPE OF WARRA NT AND 3 
RELATED OFFENSE ; 4 
 
 (3) TOTAL NUMBER OF WARRANTS REDUCED AND SUSPECTS 5 
APPREHENDED , DELINEATED BY OFFENS E; AND 6 
 
 (4) ANY RELATED OUTCOME –BASED PERFORMANCE ME ASURES AS 7 
REQUIRED BY § 4–1009 OF THIS SUBTITLE. 8 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 9 
1, 2022. It shall remain effective for a period of 4 years and 6 months and, at the end of 10 
December 31, 2026, this Act, with no further action required by the General Assembly, shall 11 
be abrogated and of no further force and effect. 12
