AND BE IT FURTHER ENACTED, That the Laws of Maryland read 7 as follows: 8 Article – Criminal Procedure 9 6–236. 10 (A) THERE IS A JOBS COURT PILOT PROGRAM IN THE DISTRICT COURT 11 SITTING IN BALTIMORE CITY. 12 (B) THE PURPOSE OF THE PI LOT PROGRAM IS TO RE DUCE RECIDIVISM BY 13 OFFERING DEFENDANTS AN OPPORTUNITY TO PA RTICIPATE IN FULL –TIME JOB 14 TRAINING AND JOB PLA CEMENT PROGRAMS AS A COND ITION OF PROBATION , AN 15 ALTERNATIVE TO INCAR CERATION, OR A CONDITION OF PR ETRIAL RELEASE . 16 (C) TO ACCOMPLISH THE PUR POSE OF THE PILOT PR OGRAM, THE 17 ADMINISTRATIVE OFFICE OF THE COURTS SHALL DEVELOP A PLAN TO IMPLEMENT 18 AND MONITOR THE PILOT PROGRAM . 19 (D) ON OR BEFORE JUNE 30, 2027, THE ADMINISTRATIVE OFFICE OF THE 20 COURTS, IN CONSULTATION WITH THE BALTIMORE WORKFORCE DEVELOPMENT 21 BOARD, SHALL REPORT TO THE GOVERNOR AND , IN ACCORDANCE WITH § 2–1257 22 OF THE STATE GOVERNMENT ARTICLE, THE GENERAL ASSEMBLY ON THE 23 OPERATION AND RESULT S OF THE PILOT PROGR AM. 24 SECTION 3. AND BE IT FURTHER ENACTED, That the Laws of Maryland read 25 as follows: 26 Article – Public Safety 27 3–501.1. 28 (A) (1) ON OR BEFORE MARCH 1 EACH YEAR, BEGINNING MARCH 1, 2023, 29 THE BALTIMORE POLICE DEPARTMENT SHALL REPO RT TO THE GOVERNOR AND , IN 30 ACCORDANCE WITH § 2–1257 OF THE STATE GOVERNMENT ARTICLE, THE GENERAL 31 4 SENATE BILL 586 ASSEMBLY REGARDING TH E FIREARMS DESTROYED , SEIZED, OR RECOVE RED BY 1 THE BALTIMORE POLICE DEPARTMENT DURING THE PRECEDING CALENDAR Y EAR. 2 (2) THE REPORT REQUIRED U NDER PARAGRAPH (1) OF THIS 3 SUBSECTION SHALL ADD RESS: 4 (I) THE NUMBER OF FIREAR MS DESTROYED , SEIZED, OR 5 RECOVERED DURING THE REPORTING PERIOD ; 6 (II) THE MANUFACTURER AND TYPE OF EACH FIREARM , TO THE 7 EXTENT KNOWN , INCLUDING WHETHER IT IS A HANDGUN, RIFLE, MACHINE GUN , OR 8 SHOTGUN; 9 (III) WHETHER EACH FIREARM HAD A SERIAL NUMBER ; 10 (IV) THE REASON FOR THE D ESTRUCTION OF EACH F IREARM; 11 (V) THE SOURCE OF EACH FIREARM , INCLUDING SEIZURE FR OM 12 A CRIMINAL DEFENDANT , CRIME EVIDENCE , AGENCY PURCHASE , TURNED IN TO THE 13 AGENCY BY A CITIZEN , OR ANY OTHER SOURCE ; AND 14 (VI) ANY OTHER RELEVANT I NFORMATION . 15 (B) THE REPORT SUBMITTED ON MARCH 1, 2023, UNDER SUBSECTION (A) 16 OF THIS SECTION SHAL L ALSO INCLUDE INFOR MATION REGARDING FIR EARMS 17 DESTROYED, SEIZED, OR RECOVERED BY THE BALTIMORE POLICE DEPARTMENT 18 DURING EACH CALENDAR YEAR FROM 2012 THROUGH 2021. 19 (C) IF THE BALTIMORE POLICE DEPARTMENT HAS NOT SU BMITTED A 20 REPORT REQUIRED UNDE R SUBSECTION (A) OF THIS SECTION , THE GOVERNOR’S 21 OFFICE OF CRIME PREVENTION, YOUTH, AND VICTIM SERVICES MAY NOT MAKE 22 ANY GRANT FUNDS AVAI LABLE TO THE BALTIMORE POLICE DEPARTMENT . 23 SECTION 3. 4. AND BE IT FURTHER ENACTED, That for in each of fiscal year 24 years 2024, 2025, 2026, 2027, and 2028, the Governor shall include in the annual State 25 budget an appropriation of at least $500,000 to the Baltimore Workforce Development 26 Board to be distributed to local workforce investment boards or other nonprofit entities that 27 participate in the pilot program Jobs Court Pilot Program by identifying employers and 28 training programs. 29 SECTION 5. AND BE IT FURTHER ENACTED, That Section 2 of this Act shall take 30 effect July 1, 2023. Section 2 of this Act shall remain effective for a period of 5 years and, at 31 the end of June 30, 2028, Section 2 of this Act, with no further action required by the General 32 Assembly, shall be abrogated and of no further force and effect. 33 SENATE BILL 586 5 SECTION 2. 4. 6. AND BE IT FURTHER ENACTED, That , except as provided in 1 Section 5 of this Act, this Act shall take effect October July 1, 2022.
