AN ACT concerning 1 
 
Infrastructure Grants – Federal Infrastructure Investment and Coordination 2 
Unit – Established 3 
 
FOR the purpose of establishing a Federal Infrastructure Investment and Coordination 4 
Unit in the Governor’s Grants Office for the purpose of tracking federal 5 
infrastructure grants and assisting State agencies in the award of the grants under 6 
certain federal legislation; and generally relating to the Federal Infrastructure 7 
Investment and Coordination Unit in the Governor’s Grants Office. 8

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 14 
That the Laws of Maryland read as follows: 15

 (2) “ACT” MEANS THE FEDERAL INFRASTRUCTURE INVESTMENT AND 1 
JOBS ACT OF 2021. 2 
 
 (3) “UNIT” MEANS THE FEDERAL INFRASTRUCTURE INVESTMENT 3 
AND COORDINATION UNIT ESTABLISHED UNDE R THIS SECTION. 4 
 
 (B) THERE IS A FEDERAL INFRASTRUCTURE INVESTMENT AND 5 
COORDINATION UNIT IN THE GOVERNOR’S GRANTS OFFICE. 6 
 
 (C) (1) (I) THE HEAD OF THE UNIT IS THE CHIEF INFRASTRUCTURE 7 
OFFICER. 8 
 
 (II) THE CHIEF INFRASTRUCTURE OFFICER SHALL RECEIVE 9 
THE SALARY PROVIDED IN THE STATE BUDGET. 10 
 
 (2) THE STATE BUDGET SHALL PR OVIDE SUFFICIENT MON EY FOR 11 
THE UNIT TO EMPLOY A STAF F OF AT LEAST TWO IN DIVIDUALS AND TO RET AIN AND 12 
HIRE EXPERTS IN THE APPROPRIATE FIELDS F OR ADDITIONAL SUPPOR T. 13 
 
 (D) THE UNIT SHALL: 14 
 
 (1) TRACK THE ALLOCATION TO THE STATE OF FEDERAL FUND S 15 
UNDER THE ACT AND ASSIST STATE AGENCIES IN BID DING FOR COMPETITIVE 16 
GRANT FUNDS UNDER TH E ACT;  17 
 
 (2) TRACK NONCOMPETITIVE ADDITIONAL FUNDS MAD E AVAILABLE 18 
UNDER THE ACT WHILE ENSURING AL IGNMENT WITH STATE PRIORITIES;  19 
 
 (3) PROJECT STATE AND LOCAL MATCH ING REQUIREMENTS FOR 20 
FUNDING UNDER THE ACT; 21 
 
 (4) COORDINATE , WITH RESPECT TO THE ALLOCATION OF FEDERA L 22 
FUNDS UNDER THE ACT, WITH FEDERAL AGENCIE S, THE FEDERAL SENIOR ADVISOR 23 
TO THE PRESIDENT FOR INFRASTRUCTURE COORDINATION , MARYLAND’S 24 
CONGRESSIONAL DELEGA TION, AND THE GENERAL ASSEMBLY; AND 25 
 
 (5) DEVELOP AN INITIAL S TRATEGY AND GUIDING CRITERION FOR 26 
THE USE OF FEDERAL F UNDS UNDER THE ACT, SUBJECT TO THE APPRO VAL OF THE 27 
SENATE BUDGET AND TAXATION COMMITTEE AND THE HOUSE APPROPRIATIONS 28 
COMMITTEE, INCLUDING INFORMATIO N ON: 29 
 
 (I) HOW THE FUNDS UNDER THE ACT WILL BE ALLOCATED 30 
ACROSS THE STATE; 31   	SENATE BILL 755 	3 
 
 
 
 (II) HOW THE FUNDS CAN BE ST BE USED TO ADVANC E EXISTING 1 
STATE PRIORITIES IDEN TIFIED IN RECENT LEG ISLATION PASSED BY T HE GENERAL 2 
ASSEMBLY RELATED TO THE ENVIR ONMENT, ECONOMIC DEVELOPMENT , HISTORIC 3 
PRESERVATION , AND SOCIOECONOMIC AN D RACIAL JUSTICE GOA LS; AND 4 
 
 (III) SPECIFIC PROJECTS TH AT ARE EARMARKED TO THE STATE 5 
UNDER THE ACT. 6 
 
 (E) THE CHIEF INFRASTRUCTURE OFFICER SHALL: 7 
 
 (1) ESTABLISH AN ONLINE DASHBO ARD FUNCTIONING AS A  8 
“ONE–STOP SHOP” OVERVIEW OF THE INFR ASTRUCTURE GRANTS UN DER THE ACT 9 
AND SUBSEQUENT PROJE CTS FUNDED IN PART O R ENTIRELY UNDER THE ACT FOR 10 
REVIEW BY INTERESTED PARTIES DESCRIBED IN SUBSECTION (D)(4) OF THIS 11 
SECTION; AND 12 
 
 (2) ON OCTOBER 1 EACH YEAR, REPORT TO THE STATE TREASURER 13 
AND, IN ACCORDANCE WITH § 2–1257 OF THE STATE GOVERNMENT ARTICLE, THE 14 
GENERAL ASSEMBLY ON: 15 
 
 (I) THE UNIT’S ACTIVITY IN THE IM MEDIATELY PRECEDING 16 
CALENDAR YEAR ; 17 
 
 (II) METRICS TO TRACK AN D EVALUATE THE OVERA LL 18 
EFFECTIVENESS OF THE UNIT;  19 
 
 (III) THE NUMBER AND AMOUN T OF INFRASTRUCTURE GRANTS 20 
APPLIED FOR AND THE SUCCESS RATE OF GRAN T AWARDS UNDER THE ACT; AND 21 
 
 (IV) THE TOTAL AMOUNT OF INFRASTRUCTURE GRANT FUNDS 22 
AWARDED; AND 23 
 
 (3) COORDINATE THE ACTIV ITIES OF THE UNIT WITH THE 24 
GOVERNOR’S SUBCABINET ON INFRASTRUCTURE ESTABL ISHED BY EXECUTIVE 25 
ORDER 01.01.2022.01. 26 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That, within 5 days after 27 
determining the schedule on which funds under the federal Infrastructure Investment and 28 
Jobs Act of 2021 will be allocated to the State, the Chief Infrastructure Officer, established 29 
in § 2–211 of the State Finance and Procurement Article, as enacted by Section 1 of this 30 
Act, shall notify the Department of Legislative Services. 31 
 
 SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect July 32 
1, 2022. It shall remain effective for a period of 2 years after the date on which funds under 33  4 	SENATE BILL 755  
 
 
the federal Infrastructure Investment and Jobs Act of 2021 are scheduled to be allocated to 1 
the State and, after that 2–year period, with no further action required by the General 2 
Assembly, this Act shall be abrogated and of no further force and effect.  3
