A BILL ENTITLED 
 
AN ACT concerning 1 
 
Funding for Wage Increases for Medical Provider Workers 2 
 
FOR the purpose of requiring that, in certain fiscal years, certain funding provided in the 3 
legislative appropriation to the Medical Care Programs Administration for medical 4 
care provider reimbursements be used for wage increases for health care workers 5 
and staff in nursing homes who provide direct care to residents; and generally 6 
relating to funding for medical care provider reimbursements. 7 
 
BY repealing and reenacting, with amendments, 8

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 13 
That the Laws of Maryland read as follows: 14

 (b) (1) The Governor’s proposed budget for fiscal year 2021 shall include a 4% 17 
rate increase for providers over the funding provided in the legislative appropriation for 18 
the immediately preceding fiscal year in Program M00Q01.03 Medical Care Provider 19 
Reimbursements – Medical Care Programs Administration and Program M00Q01.07 20 
Maryland Children’s Health Program – Medical Care Programs Administration. 21 
 
 (2) The Governor’s proposed budget for fiscal year 2022 shall include a 4% 22 
rate increase for providers over the funding provided in the legislative appropriation for 23 
the immediately preceding fiscal year in Program M00Q01.03 Medical Care Provider 24  2 	SENATE BILL 761

 (3) The Governor’s proposed budget for fiscal year 2023 shall include a 4% 3 
rate increase for providers over the funding provided in the legislative appropriation for 4 
the immediately preceding fiscal year in Program M00Q01.03 Medical Care Provider 5

 (4) The Governor’s proposed budget for fiscal year 2024 shall include a 4% 8 
rate increase for providers over the funding provided in the legislative appropriation for 9 
the immediately preceding fiscal year in Program M00Q01.03 Medical Care Provider 10

 (5) The Governor’s proposed budget for fiscal year 2025 shall include a 4% 13 
rate increase for providers over the funding provided in the legislative appropriation for 14 
the immediately preceding fiscal year in Program M00Q01.03 Medical Care Provider 15 
Reimbursements – Medical Care Programs Administration and Program M00Q01.07 16 
Maryland Children’s Health Program – Medical Care Programs Administration. 17 
 
 (6) The Governor’s proposed budget for fiscal year 2026 shall include a 4% 18 
rate increase for providers over the funding provided in the legislative appropriation for 19 
the immediately preceding fiscal year in Program M00Q01.03 Medical Care Provider 20 
Reimbursements – Medical Care Programs Administration and Program M00Q01.07 21 
Maryland Children’s Health Program – Medical Care Programs Administration. 22 
 
 (7) THE FUNDING PROVIDED IN THE LEGISLATIVE A PPROPRIATION 23 
FOR PROGRAM M00Q01.03 MEDICAL CARE PROVIDE R REIMBURSEMENTS – 24 
MEDICAL CARE PROGRAMS ADMINISTRATION IN PARAGRAPHS (3) THROUGH (6) OF 25 
THIS SUBSECTION SHALL BE USED TO FUN D WAGE INCREASES FOR:  26 
 
 (I) HEALTH CARE WORKERS ; AND 27 
 
 (II) STAFF IN NURSING HOME S WHO PROVIDE DIRECT CARE TO 28 
RESIDENTS, INCLUDING HOUSEKEEPING , LAUNDRY, NUTRITIONAL, AND ACTIVITIES 29 
SERVICES. 30 
 
 (8) The Governor’s proposed budget for fiscal year [2021] 2024 and each 31 
fiscal year thereafter shall be presented in the same manner, including object and program 32 
information, as in the fiscal year [2020] 2023 budget. 33 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 34 
October 1, 2022. 35
