A BILL ENTITLED
AN ACT concerning 1
Criminal Law – Executive or Legislative Proceedings – Obstruction 2
FOR the purpose of prohibiting a person from obstructing or impeding or attempting to 3
obstruct or impede an official proceeding of the Executive or Legislative Branch; and 4
generally relating to obstruction of official proceedings. 5
BY repealing and reenacting, with amendments, 6

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 11
That the Laws of Maryland read as follows: 12

9–306. 14
(a) A person may not, by threat, force, or corrupt means, obstruct, impede, or try 15
to obstruct or impede: 16
(1) the administration of justice in a court of the State; OR 17
(2) AN OFFICIAL PROCEEDI NG OF THE EXECUTIVE OR LEGISLATIVE 18
BRANCH. 19
(b) A person who violates this section is guilty of a misdemeanor and on conviction 20
is subject to imprisonment not exceeding 5 years or a fine not exceeding $10,000 or both. 21

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 1
October 1, 2022. 2
