AN ACT concerning 1 
 
Baltimore City – Maryland Transit Administration – Transit Services for Public 2 
School Students and Youth Workers  3 
 
FOR the purpose of requiring the Maryland Transit Administration to provide certain 4 
services to certain students of the Baltimore City Public School System and youth 5 
workers in the Baltimore City YouthWorks program; prohibiting the Maryland 6 
Transit Administration from seeking certain fees or reimbursement; and generally 7 
relating to the Maryland Transit Administration and free ridership for Baltimore 8 
City Public School System students and youth workers. 9

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 15 
That the Laws of Maryland read as follows: 16 
 
Article – Transportation 17

 (A) THE ADMINISTRATION SHALL PROVIDE RIDERSHIP ON TRANSIT 19 
VEHICLES TO ANY ELIG IBLE STUDENT: 20  2 	SENATE BILL 862  
 
 
 
 (1) STUDENT OF A PUBLIC SCHOOL O F BALTIMORE CITY; AND 1 
 
 (2) YOUTH WORKER IN THE BALTIMORE CITY YOUTHWORKS 2 
PROGRAM. 3 
 
 (B) THE SERVICES PROVIDED UNDER SUBSECTION (A) OF THIS SECTION 4 
SHALL BE PROVIDED ON LY FOR: 5 
 
 (1) A STUDENT OF A PUBLIC SCHOOL IN BALTIMORE CITY: 6 
 
 (I) BETWEEN THE HOURS OF 5 A.M. AND 8 P.M.; AND 7 
 
 (2) (II) FOR SCHOOL –RELATED OR EDUCATION	AL 8 
EXTRACURRICULAR ACTI VITIES ON AND OFF CA MPUS; OR  9 
 
 (2) A YOUTH WORKER IN THE BALTIMORE CITY YOUTHWORKS 10 
PROGRAM: 11 
 
 (I) DURING THE YOUTHWORKS SUMMER JOB PERI OD; AND 12 
 
 (II) FOR PURPOSES OF ENGAG ING IN YOUTHWORKS–RELATED 13 
ACTIVITIES. 14 
 
 (C) THE ADMINISTRATION MAY NO T COLLECT FEES OR RE IMBURSEMENT 15 
FOR SERVICES PROV IDED UNDER THIS SECT ION. 16 
 
 (D) THE ADMINISTRATION , IN CONJUNCTION WITH BALTIMORE CITY 17 
PUBLIC SCHOOLS AND THE MAYOR’S OFFICE OF EMPLOYMENT DEVELOPMENT , 18 
SHALL ADOPT REGULATI ONS THAT ESTABLISH T HE ELIGIBILITY CRITE RIA FOR 19 
STUDENTS AND YOUTH WORKERS RECEIVING A STUDENT SMART CARD TRANSIT 20 
PASS FOR THE USE OF SERVI CES PROVIDED UNDER T HIS SECTION. 21 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 22 
1, 2022. It shall remain effective for a period of 5 years and, at the end of June 30, 2027, 23 
this Act, with no further action required by the General Assembly, shall be abrogated and 24 
of no further force and effect. 25
